About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document for Simplified Acquisition Procedures (SAP). The Coast Guard intends to purchase two Hydraulic Power Unit (HPU) items directly from the Original Equipment Manufacturer Tronair, Inc.: a Hydraulic Power Unit (Part Number 5421) and an HPU Run-Around Kit (Part Number KHC-4020), with one unit of each. These mobile hydraulic power units are used to provide external hydraulic power for aircraft system checkout, maintenance, and decontamination, enabling technicians to test and service aircraft hydraulic systems without starting aircraft engines. The acquisition is a sole-source procurement based on Tronair's exclusive ownership of technical data, specifications, and drawings, with the company determined to be the only viable source that can meet the critical safety, durability, and reliability requirements for these specialized equipment items.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
The United States Coast Guard (USCG) intends to purchase the item shown in the table below on a sole source basis directly from the Original Equipment Manufacturer (OEM) Tronair, Inc. (CAGE Code: 59603).
CLIN Nomenclature Part Number (P/N) Quantity 1 Hydraulic Power Unit (HPU) 5421 1 each 2 HPU Run-Around Kit KHC-4020 1 each
Hydraulic Power Units (HPU) are mobile sources of external hydraulic power that can be connected to an aircraft hydraulic system to provide power normally obtained from the aircraft hydraulic pumps. They provide a means of energizing the aircraft hydraulic systems for purposes of checkout and maintenance. These test stands are employed both on the flight line and in hangar work areas. HPUs are important tools in hydraulic contamination control as they provide the primary means of aircraft hydraulic decontamination. The HPU is designed to check the performance and operating characteristics of aircraft hydraulic systems. The HPU delivers hydraulic fluid at controlled pressures to operate hydraulic components without the necessity of starting the aircraft engine(s); test aircraft hydraulic systems for evidence of component malfunction and flow or pressure leakage; and decontaminate and service aircraft hydraulic systems with filtered hydraulic fluid.
