About this file

Summary

This is a Decision to Restrict Competition document issued by the United States Department of Agriculture (USDA) under the Simplified Acquisition Threshold, documenting USDA's authorization to award a contract on a sole-source basis without full and open competition. The Arid Land Agricultural Research Center (ALARC) in Maricopa, Arizona requires annual maintenance services for five Qiagen QIAcube Connect instruments, which are highly specialized automated laboratory devices used to extract DNA and RNA from insect samples. Requisition Number 1164130 is being managed by the Contracting Operation Branch located in Beltsville, Maryland.

The justification for restricting competition centers on the unique and proprietary nature of the Qiagen QIAcube Connect instruments. According to the document, only the Original Equipment Manufacturer (OEM) or its authorized representatives possess the certified technician expertise, proprietary diagnostic tools, exclusive access to factory firmware updates, and genuine OEM parts necessary to perform maintenance without introducing significant operational risks. The document asserts that alternative service providers or non-OEM parts would compromise equipment performance, data integrity, and research objectives while exposing the government to financial liability and increased operational costs. A combined Synopsis/Solicitation is to be posted on SAM.gov, and both the Technical/Requirements Personnel and Contracting Officer have certified the accuracy and completeness of the justification supporting this sole-source acquisition approach.
