Solicitation Summary: HQ003426QE268

This document is the Instructions to Quoters attachment for a Request for Quote (RFQ) issued by the Department of War/Washington Headquarters Services for Norbit Exhibit Applications Support Services. Quotes must be submitted via email to Jeanelle Joseph (Contracting Officer) and Jacob R. Lindell (Contract Specialist) by the deadline specified in SF1449 Block 8, with the subject line "RFQ HQ003426QE268 Norbit Exhibit Applications Support Services." The procurement is conducted under FAR Part 12 and is restricted to Norbit US, LTD and authorized resellers only, with "Or Equal" products explicitly not considered.

Quoters must submit responses in two separate volumes: Volume I addressing technical acceptability (proof of authorized reseller status) and Volume II containing firm-fixed-price (FFP) pricing inclusive of all shipping fees, with unit prices and extended totals calculated based on stated quantities. Award will be made to the responsible quoter with the Lowest Price Technically Acceptable (LPTA) quote using sequential evaluation methodology, ranking quotes by price and evaluating the lowest-priced quote first for technical acceptability. Technical acceptability requires three minimum standards: genuine Norbit systems and parts with verified Part Numbers and product descriptions aligned with the Statement of Work, verified authorized reseller status (either through submitted documentation or government independent research), and full compliance with required delivery timelines. Any single rating of "Unacceptable" across these criteria results in overall technical rejection, and evaluation proceeds to the next lowest-priced quote. The government reserves the right to conduct clarifications but intends to make award without discussion based on initial submissions.

Quoters are cautioned to ensure that their quotes are complete, address all requirements, reflect the evaluation factors and are submitted on the most favorable terms to reflect their best response.

L.2 Quote Format and Submission Requirements

Quotes must consist of two (2) separate volumes or sections:

mailto:jeanelle.joseph.civ@mail.mil mailto:jacob.r.lindell.civ@mail.mil

Volume I -- Technical Acceptability:

Proof of Authorized Reseller Status: Quoters are instructed to submit an authorized Norbit partner or reseller letter with their quote. However, the Government reserves the right to conduct independent research, to include querying manufacturer databases, contacting Norbit directly, or utilizing internal agency market intelligence, to verify a Quoter's authorized reseller status. The Government may, at its sole discretion, utilize this independent research to satisfy the verification requirement in lieu of an explicit reseller letter. Quoters who cannot be verified as authorized resellers by either method will be determined Technically Unacceptable and excluded from award consideration.

Volume II -- Price:

• Pricing must be Firm-Fixed-Price (FFP) and inclusive of all applicable shipping fees.

• Unit price and extended total price must be calculated based on the stated quantity of items.

2.0 EVALUATION FACTORS

M.1 Basis for Award

Award will be given to the responsible quoter whose quote represents the Lowest Price Technically Acceptable (LPTA) to the Government. In accordance with FAR Part 12 procedures, award will be made without discussion; however, the Government reserves the right to conduct clarifications if determined to be in its best interest.

The Government intends to evaluate quotes and make award based upon initial submissions.

M.2 Evaluation Factors

Quotes will be evaluated using a sequential evaluation methodology:

Ranking by Price: All quotes received will be ranked in order of lowest to highest Total Evaluated Price.

Sequential Technical Evaluation: The Government will evaluate the lowest-priced quote first for technical acceptability under Factor 2.

Award Determination: If the lowest-priced quote is determined to be Technically Acceptable, evaluation will cease, and that Quoter will be selected for award without further evaluation of the remaining quotes. If the lowest-priced quote is determined to be Technically Unacceptable, the Government will evaluate the next lowest-priced quote for technical acceptability. This process will continue until a quote is found to be Technically Acceptable or all quotes have been evaluated.

Quotes will be evaluated on the basis of two (2) evaluation factors:

Factor 1: Price

Factor 2: Technical Acceptability

M.2.2 Factor 1 -- Price

Price evaluation will be based on the Total Evaluated Price (TEP).

The Total Evaluated Price will be calculated by multiplying the proposed unit price per item by the required quantity specified in the SOW. Quotes must include all associated costs. Mathematical errors, incomplete pricing, or failure to account for required fees may render the quote ineligible for award.

M.2.3 Factor 2 -- Technical Acceptability

Technical Acceptability will be evaluated on a Acceptable/Unacceptable basis. To receive an overall rating of "Acceptable," the quote must be rated "Acceptable" against each of the following minimum standards:

Evaluation Criteria Standard of Acceptability Brand Name compliance and verification The quote must propose genuine Norbit systems and parts. The Government will verify the provided Part Numbers (P/Ns) and product descriptions to ensure complete alignment with the SOW

Reseller Authorization & Verification Quoters are instructed to submit an authorized Norbit partner or reseller letter with their quote. However, the Government reserves the right to conduct independent research, including querying manufacturer databases, contacting Norbi directly, or utilizing internal agency market intelligence, to verify an Quoter's authorized reseller status. The Government may, at its sole discretion, utilize this independent research to satisfy the verification requirement in lieu of an explicit reseller letter. Quoter who cannot be verified as authorized resellers by either method will be determined Technically Unacceptable.

Delivery Schedule The Quoter must affirm full compliance with the required delivery timeline specified in the solicitation

A rating of "Unacceptable" in any single criteria will result in an overall Factor 2 rating of Unacceptable. A quote evaluated as "Unacceptable" will not be eligible for award, and the Government will proceed to evaluate the next lowest-priced quote.
