SOLICITATION #FA330021Q0013
52.212-1 ADDENDUM ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFEROR--
COMMERCIAL ITEMS INSTRUCTIONS TO OFFEROR.
A. Submission of Offers. This Firm-fixed-price (FFP) solicitation is being issued as a small business set-aside requirement. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. The submitted documents will be evaluated in accordance with this solicitation.
B. Quotes must be complete, self-sufficient, and respond directly to the requirements of the Request for
Quote (RFQ). Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government intends to evaluate offers and award this Firm fixed-price solicitation without discussions. Therefore, the offeror's initial quote should contain the offeror's best terms from a price standpoint.
C. The offeror's quotation package shall include the following two (2) parts: Part I - Technical and Part II

PART I - TECHNICAL:
(a) The written technical part shall be clear, concise, and include all the information required by this provision in sufficient detail for effective evaluation. The quotation should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the offeror's technical quote.
(b) Offerors shall provide a detailed approach to accomplish/satisfy the contractor responsibilities listed below, and to allow the Government to evaluate the offeror's technical capability to perform the requirements outlined in the Performance Work Statement (PWS). There is no page limit on the technical information, but shall not be excessive and shall contain only pertinent data.
1. The contractor must have the ability to perform and shall provide documentation or plan demonstrating its capability to successfully provide the requirements in the PWS.
2. The contractor must have at least three (3) years experience providing the same or similar services outlined in the PWS.
PART II - PRICE/ QUOTE LIST
a. The offeror shall propose and insert a dollar unit price, for each CLIN of the Base Period and each
Option Period on the SF 1449. The sum total of all CLINs, for the Base Period and each Option Period, will form the offeror's Total Evaluated Price (TEP).
D. Specific Instructions:
1. All quote information shall be electronically submitted to: Brandon Osborne, brandon.osborne.6@us.af.mil, and LaChandra Thompson, lachandra.thompson@us.af.mil. The quote must be signed and dated by an authorized official of the company. All quotes should be submitted no

later than Friday, April 16, 2021 at 4:30 PM CDT. Late quotes will be processed in accordance with FAR
52.212-l(f) "Late submission, modifications, revisions, and withdrawals of offers."
2. The offeror shall submit one (1) copy of this solicitation (SF 1449) signed by an authorized officer of the company in blocks 30a through 30c. If offerors SAM Representations and Certifications are not current, a completed copy of the provisions at FAR 52.212-3, and Alternate I, Offeror Representations and Certifications - Commercial Items must be submitted. Incomplete or expired Representations and
Certifications will render a quote as non-responsive and it will not be considered.
3. Interested parties capable of providing the requirement must submit a written quote to include discount terms, tax identification number, cage code, and DUNS.
4. To be eligible to receive an award resulting from this RFQ, contractors must be registered in the DoD
Systems for Award Management database, no exceptions, To register, please visit http://www.sam.gov or by calling l-866-606-8220.
5. Acknowledgement of Solicitation Amendments. Amendments must be acknowledged and returned along with the offeror's quote.
