A Neutral Confidence past performance rating does not negatively impact offerors, though High and Some Confidence ratings rank higher.

Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services

Basis for Contract Award: This contract will be awarded in accordance with FAR 12, and consider the following factors: Schedule, Materials, Past Performance, and Price. The Government will complete a comparative analysis to make a best-value determination in which all non-cost evaluation factors are equal, and when combined, are approximately equal to price.

Evaluation Factors:

a. Factor 1 – Schedule: The proposed delivery date will receive an acceptable or unacceptable rating, defined below, based on whether it aligns with the delivery date in the Specifications.

Rating Description Acceptable Proposed delivery date is within 4-8 weeks of the anticipated award date of

June 26, 2026.

Unacceptable Proposed delivery date is not within 4-8 weeks of the anticipated award date of June 26, 2026.

b. Factor 2 – Materials: The proposed materials will receive an acceptable or unacceptable rating, defined below, based on whether they meet the description and quantity in the Specifications.

Acceptable Proposed materials meet the Specifications.

Unacceptable Proposed materials do not meet the Specifications.

c. Factor 3 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (E.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Past performance deemed not relevant will not be considered. Projects deemed not recent (greater than three years) will be disregarded.

Quoters who lack recent or relevant past performance will be assigned a Neutral Confidence rating.

High Confidence Based on the Quoter’s performance record, the Government has high confidence that materials will be delivered in accordance with the Specifications.

Some Confidence Based on the Quoter’s performance record, the Government has some confidence that materials will be delivered in accordance with the Specifications.

Low Confidence Based on the Quoter’s performance record, the Government has low confidence that materials will be delivered in accordance with the Specifications.

Neutral Confidence No performance record is identifiable, or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.

An “Neutral Confidence” past performance rating will not negatively impact the offeror;

however, an “High Confidence” and “Some Confidence” past performance rating will rank higher than an “Neutral Confidence” past performance rating.

d. Factor 4 - Total Price: Price will be evaluated for reasonableness in accordance with

FAR 12.204(a).
