About this file
This is a Statement of Work for fencing materials required by the Tucson Field Office (TFO) of the Bureau of Land Management (BLM). The statement allocates funds for barbed wire fencing materials to support resource protection and management across the San Pedro Riparian National Conservation Area (SPRNCA), Las Cienegas National Conservation Area (LCNCA), Ironwood Forest National Monument (IFNM), and other TFO-managed areas. The materials will address authorized and unauthorized grazing concerns and help achieve Public Law 100-696 mandates for riparian area protection. Many existing fences in TFO have exceeded their lifespan, water gap crossings are at risk during high flow events, and recreational users frequently cut fences leading to unauthorized cattle access in riparian zones.
The required materials include 3,000 T posts (6ft x 1.33in., green with white or tan tops), 175 rolls/spools of 12.5 gauge barbed wire (1,320 ft per roll/spool), 20 rolls/spools of 12.5 gauge smooth wire (4,000 ft per roll/spool), and 2,100 wire stays (42 in, 9ga). Delivery is required within 4-8 weeks from Award and Ratification Order (ARO), with an anticipated award date of June 26, 2026. All materials must be delivered to Carr Barn Yard approximately 1 mile south of the SPRNCA Area Administrative Office/USFS Sierra Vista Ranger District Office at coordinates 31.450592N 110.249805W. No loading/unloading dock is available, but a forklift and operator will be on-site. Contractors must notify TFO by phone a minimum of 3 business days prior to delivery.

Tucson Field Office Fencing Specifications
Introduction This Statement of Work allocates funds for barbed wire fencing materials for the San Pedro Riparian National Conservation Area (SPRNCA), Las Cienegas National Conservation Area (LCNCA), Ironwood Forest National Monument (IFNM), and other areas managed by the Tucson Field Office (TFO). TFO has significant fencing needs related to both authorized and unauthorized grazing throughout the field office.
These materials will help achieve Public Law 100-696, which mandates the Bureau of Land Management (BLM) to protect and enhance resources in riparian areas like the San Pedro River, Gila River, and Cienegas Creek.
Many fences in TFO have exceeded their lifespan. The many water gap crossings are at risk during high flow rain events and need constant repair. Additionally, recreational users often cut fences, leading to unauthorized cattle access, especially in riparian zones. The BLM is developing cooperative agreements with adjacent landowners and lessees to assist in fence maintenance and coordinate responsibilities.
