About this file

This document is an Instructions to Offerors attachment for Solicitation FA480925Q0106, detailing requirements for a pre-engineered/modular bathroom, shower, and laundry facility at Seymour Johnson Air Force Base in North Carolina. The solicitation is a Firm Fixed Price contract with a proposal deadline of September 4, 2025, at 9:00 AM EDT, seeking a comprehensive solution for a modular facility that must meet specific technical specifications including structure, plumbing, HVAC, electrical, and ABAAS standards.

The evaluation will be conducted using a best value approach, assessing three primary criteria: Price, Technical Acceptability, and Past Performance. Offerors must submit a three-part proposal including pricing, technical capability (with detailed subfactors on building details and project schedule), and past performance documentation. Technical proposals will be rated using a color-coding system from Blue (Outstanding) to Red (Unacceptable), with past performance evaluated based on recency, relevance, and a confidence rating scale. This is a nonappropriated fund purchase through the Air Force Air Combat Command, utilizing funds generated by military community services rather than federal tax dollars.
