PERFORMANCE WORK STATEMENT

HYDROCARTRIDGE SERVICE

HOMESTEAD ARB, FLORIDA

Date: 28 FEB 23

1. DESCRIPTION OF SERVICE. The Contractor shall provide all labor, tools, transportation, material, equipment, and supervision necessary to inspect and maintain 72 Hydrocartridge storm drain filter units once a month (12 Months a year total) at various locations for Homestead Air Reserve Base, Florida in accordance with all applicable laws, regulations, standards, instructions and commercial practices as described in the Statement of Work (SOW) with the focus on safety and customer service. The Contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish SOW requirements in a timely manner at reduced costs, and in a way that fosters pride and ownership in the work performed. Estimated workload is listed in Appendix A, titled Workload Estimates.

The estimated workload is based on historical records. Appendix F provides a glossary of references, abbreviations, acronyms, and terms used in the operation of Hydrocartridge service. Any questions concerning the operation of Hydrocartridge service during the life of the contract shall be addressed through the QAE to the Contracting Officer.

1.1 HYDROCARTRIDGE VISUAL INSPECTION. The Contractor shall conduct a visual inspection of each individual Hydrocartridge unit. This inspection includes a visual check of the water quality inside the Hydrocartridge, signs of physical damage to the unit itself, and a physical check of the polymer absorbent material. Polymer Absorbent material will be replaced by the Contractor on an as needed basis.

1.1.1 The Contractor is responsible for damage caused by his workforce and equipment to any base structures. Hydrocartridge locations for the main base are provided in Appendix B section of this document.

1.2 SEDIMENT MEASUREMENT AND REMOVAL. The Contractor shall provide a meter or a calibrated dipstick to accurately determine the number of inches of sediment in each Hydrocartridge unit.

This data shall be recorded on the Monthly Maintenance Report Sheet. Sediment shall be removed from the Hydrocartridge once the holding capacity reaches 80 percent, or if there is evidence of petroleum or other contamination. Removed sediment will be placed in a 55-gal drum or 5-gal bucket provided by HARB Civil Engineering (CEV). Storm water removed prior to cleaning can then be used to refill the Hydro cartridge.

1.2.1 Cleaning of sludge, dirt, gunk, etc. from the Hydrocartridges shall be accomplished by vacuum removal or by manual shoveling or any other method required to completely remove all material to the satisfaction of CEV.

1.2.2 The Contractor shall be responsible for immediately cleaning up any spills, debris, etc. caused by the Contractor after sediment removal at a location.

1.3 MAINTENANCE SHEET/ ACTIVITY. Upon completion of the maintenance operation, the Contractor shall return to the CEV office and provide a paper copy of a Monthly Maintenance Report. The report will identify each Hydrocartridge by number, log the measurement of sediment in inches and amount of clear space left, log the type of work performed, list observations and any other activities completed as described in paragraph 1.1.

2. SERVICE DELIVERY SUMMARY. The Service Delivery Summary (SDS) captures the service requirements that can be measured and are considered to be High Risk and Critical operational requirements. The SDS includes Performance Objectives that describe the desired end result or outcome the Contractor shall achieve. The Performance Thresholds states the minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. These thresholds are critical to mission success. The SOW paragraphs reference the details of the Performance Objective in the SOW.

Contractor shall accurately measure the amount of sediment to the nearest inch. Sediment shall be removed from the Hydrocartridge once the holding capacity reaches 80 percent, or if there is evidence of petroleum or other contamination.

Removed sediment will be placed in a 55-gal drum or 5-gal bucket provided by CEV.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. See Appendix D.

4. GENERAL INFORMATION.

4.1. BASE HOURS OF OPERATION. The base hours of operation are 7:30AM to 4:30PM, Monday through Friday.

The following Federal legal holidays are observed by this base: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Any of the above holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on a Sunday will be observed on the following Monday.

4.2. CONTRACTOR PERSONNEL. The contractor shall not employ persons for work on this contract, if such employees are identified to the contractor by the contracting officer, as a potential threat to health safety, security, general well being, or operational mission of the installation and its population. All servicing employees working on HARB must be able to read, write, speak, and understand English; where reading, understanding and discussing safety and environmental warnings are an integral part of a contract employee’s duties. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company and employee name.

4.2.1. CONTRACT MANAGER. The contractor shall identify to the Contracting Officer and QAE, the individual who will be responsible for the performance of the work. The name of this person and any alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing prior to the contract start date. The contractor shall provide to the Contracting Officer and QAE, the names and phone/pager numbers of the contract manager and alternate(s) for normal operating hours and for after business hours including nights, weekends, and holidays. This information will be kept updated by the contractor whenever personnel changes occur.

4.2.1.1. The contract manager shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

4.2.1.2. The contract manager shall be available during normal duty hours within forty-eight hours to meet on the installation with government personnel (designated by the contracting officer) to discuss problem areas.

4.2.1.3. The contract manager and/or his designated representative must be able to read, write, speak, and understand the English language.

5. CONTRACTOR-FURNISHED ITEMS AND SERVICES. See Appendix E. Except for those items or services specifically stated on Appendix D as Government furnished, the Contractor shall furnish everything needed to perform this contract according to all its terms and conditions.

Appendix A Workload Estimates

The Contractor shall provide Hydrocartridge inspection and maintenance services for each area as identified in Appendix B at the frequency as identified. The estimated quantities of work are listed below and are based on historical records and may fluctuate due to rainfall/runoff amounts.

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

1. GOVERNMENT-FURNISHED SERVICES. 55-gallon steel drums and/or 5-gallon plastic buckets will be supplied by

CEV.

SECURITY POLICE AND FIRE PROTECTION. The Government will provide general on base Security Police and Fire Protection service. Security police phone number is (786) 415-7114. The Fire Department phone number is (786) 415-7117. There is no 911 service on base.

APPENDIX E

CONTRACTOR-FURNISHED PROPERTY/SERVICES/EQUIPMENT

1. The Contractor shall furnish all personnel, vehicles and equipment required to perform requirements stated herein.

The Contractor shall service all Hydrocartridges as listed in Appendix B.

2. QUALITY STANDARDS FOR CONTRACTOR FURNISHED EQUIPMENT/TOOLS AND

MATERIALS/SUPPLIES. The government may inspect the Contractor’s equipment at any time and direct the removal of any items not meeting contract specifications. The Contractor at Contractor expense shall replace items failing to meet required standards.

APPENDIX F

DEFINITIONS

ABSORBENT MATERIAL. A material having capacity or tendency to absorb another substance; in this case hydrocarbons.

CLIN. Contract Line Item Number.

CONTAMINANTS. Any material found in a Hydrocartridge that is not specifically designated for that receptacle.

HAZARDOUS WASTE. Any material identified in the 40 CFR, Part 261.30 or state statute but not in quantities small enough to be purchased for administrative use. Hazardous waste requires special handling during collection, storage, transportation, and disposal and is excluded from this SOW.

HYDROCARTRIDGE. Strom drain filter that traps debris, hydrocarbons, silt, heavy metals and solids from going into the drainage system, extending the system's life.

QUALITY ASSURANCE EVALUATOR (QAE). The Quality Assurance Evaluator is the authorized representative of the Contracting officer for the purpose of performing inspection and acceptance of the services rendered under the contract contemplated hereby. The contractor will be notified in writing of the individuals(s) appointed as QAE after award of contract.
