About this file
This Statement of Objectives (SOO) details a Giant Voice System Upgrade for Pittsburgh Air Reserve Station (ARS), Pennsylvania. The project requires engineering, design, furnishing, installation, and testing of a new radio frequency (RF) communications infrastructure for an emergency alert system. Key objectives include upgrading two existing outdoor siren poles with Motorola APX4500 radios, implementing a two-way wireless communications system with new digital control software, and ensuring comprehensive base-wide emergency communication capabilities.
The upgrade will replace the existing copper infrastructure with a new RF system capable of broadcasting emergency messages, alerts, and notifications across the installation. The system must provide intelligible voice coverage, support multiple activation points in buildings 418, 125, and 221, and include features like zone-selective activation, pre-recorded messages, live voice announcements, and integration with the Blackberry At-Hoc Net-centric Network Alerting System. The project has a 180-calendar-day performance period, requires extensive coordination with base personnel, and must comply with multiple military and safety standards, including UFC, NFPA, and Air Force instructions.
