About this file
This Request for Information (RFI) is seeking industry input for the Facilities Acquisitions for Restoration and Modernization (FARM) III contract, which aims to identify contractors capable of performing mechanical, electrical, instrumentation, data systems, and controls (ID&C) projects for military ground testing facilities. The government is conducting a market research effort to support sustainment, restoration, and modernization (SRM) projects primarily at Arnold Air Force Base (AFB) in Tennessee, with potential work at geographically separated units including locations in California, Maryland, New Mexico, and Ohio.
The RFI includes detailed questionnaires for potential contractors to demonstrate their capabilities across multiple technical domains, including mechanical systems, electrical infrastructure, control systems, and integrated design/build capabilities. Key response requirements include indicating technical capabilities, interest levels, past experience, and government contract history. The government anticipates issuing a multiple-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) task order contract, with an Industry Day Registration Deadline of 23 July 2025 and RFI response deadline of 22 August 2025. The proposed North American Industry Classification System (NAICS) code is 236220 for Commercial and Institutional Building Construction, with a size standard of $45M.

In addition to the above, the Government requests comments from interested parties to the following questions:
1.2. The Government anticipates a multiple award Indefinite-Delivery/Indefinite-Quantity (IDIQ) task order contract(s) for this effort.
1.2.1. Please provide any additional thoughts or recommendations you have regarding possible acquisition strategy options for the FARM III acquisition. Do you have experience with source selection efforts utilizing the Highest Technically Rated Offeror (HTRO) method? If so, what pros/cons do you see with this approach versus a more traditional best value tradeoff?
1.2.2. Please provide any additional thoughts or recommendations you have regarding possible contract types for the FARM III acquisition, including single awards, multiple awards, and small business set asides.
1.3. The proposed North American Industry Classification System (NAICS) code for this effort(s) is 236220, Commercial and Institution Building Construction, Size Standard $45M.
What do you suggest as an alternative NAICS code for a multi-discipline effort?
1.4. What are the advantages/disadvantages to a single discipline mechanical, electrical, ID&C IDIQ(s)? What NAICS code would you propose for these?
1.5. Please describe any involvement your company may have had in contracts similar in nature to the areas in which you have expressed an interest.
1.6. The majority of projects will be performed at Arnold Air Force Base (AFB) TN; however, some work may be required at AEDC’s geographically separated units (GSUs): National Full Scale Aerodynamics Complex (NFAC), Mountain View CA (NASA Ames); Tunnel 9, White Oak MD; and the 704th Test Group at Holloman AFB NM (including the 704th’s GSUs: OL-AA located at Kirtland AFB NM, OL-AC located at Wright Patterson AFB OH, and the 586th Flight Test Squadron at White Sands Missile Range NM). Is your company capable of simultaneously performing efforts in all these geographic locations? If not, please explain how you would perform work at the GSUs?
1.7. Would you participate in the acquisition with other firms as teaming members or joint ventures? What other teaming opportunities do you see for this acquisition?
1.8. Would you be discouraged from bidding/participating in this solicitation if some work is performed with the Government as the integrator? Does this raise undue risk; and if so, what other options/constructs would you prefer to mitigate risk?
1.9. Would you participate in a two-phased design/build task order on the IDIQ where the Government funded a preliminary design for multiple contractors and down-selected one contractor for the construction effort? What pros/cons do you see with this approach?
