FAR 52.212-1, Instructions to Offerors – Commercial Items, (Jun 2020)

In addition to 52.212-1, Instructions to Offerors – Commercial, the following instructions apply to this acquisition.

The Government intends to issue a Firm Fixed Price purchase order for this requirement.

Invoicing shall be in accordance with the Prompt Payment Act and payment shall be made via Electronic Funds Transfer (EFT).

TECHNICAL PROPOSAL

Offerors may provide up to 10, 8.5 by 11-inch pages (using no less than 10 font size) as their proposal to be evaluated by the Source Evaluation Panel. The technical submission will address the Purchase Description and be responsive to the attached evaluation factors. The 10-page technical submission limitation does not include and is in addition to the price proposal. Technical submission pages in excess of this page limitation will not be considered.

PRICE PROPOSAL

The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical factors together shall be significantly more important than price. The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in descending order of relative importance.

Factor 1: Meets the Technical Specifications

The Offeror’s quote shall be in accordance with Attachment 1 - Purchase Description. This shall demonstrate the ability of the offeror to deliver one (1) RegenHu 3D Bioprinting Station R-GEN

200 or Equal.

Factor 2: Approach to Delivery, Installation, Training, Warranty, and Repair

The Offeror shall detail in its technical proposal how it shall meet the delivery, installation, and warranty requirements. All labor, materials, and shipping are to be provided by the offeror.

Training is to be provided by the offeror. A minimum of at least one-year comprehensive warranty is required . The Offeror shall provide details on how repairs will be addressed and fixed.

Factor 3: Past Performance

The Offeror shall provide a list of two (2) past performance references completed during the past five (5) years, similar in size and scope to the requirements outlined in the Purchase

Description. Offerors shall include the following information for each contract identified:

• Name of Contracting Organization

• Contract Number

• Contract Type

• Total Contract Value

• Description of Requirement and Specific Responsibilities of the Offeror as they relate to this Purchase Description

• Contract Period of Performance
