About this file

Attachment 2 details specific technical requirements for Electromagnetic Warfare Operators Course (EWOC) Training Systems 3 and 4 for the Department of the Air Force Space Command. The system must support Ku, Ka, and X band frequencies, include 2-2.4 meter parabolic antennas, operate on standard U.S. wall outlets, and be fully ruggedized to function 8-12 hours daily without system failure. Key technical specifications include motorized antenna controls, simulation integration capabilities, modem and Spec-A agnosticism, and the ability to perform complex signal analysis tasks.

The training system requirements mandate TAA compliance, quick setup and teardown (under 60 minutes), emergency antenna power stop, and workstation configurations supporting admin and user accounts. Critical performance metrics include GEO locating signals within 5km in under 10 minutes, signal characterization with visual displays of frequency, modulation, and interference details, and support for two simultaneous operators. The system must have interchangeable components, full warranty coverage, and easily replaceable parts that can be swapped within approximately 30 minutes. The opportunity is currently in pre-solicitation stage, issued by the Peterson Space Force Base 21st Contracting Squadron.

Attachment 2 Electromagnetic Warfare Operators Course (EWOC) Training Systems 3 and 4 Requirements

· Must be able to Rx live over Ku band at a minimum. Would prefer Ku (12-18 GHz), Ka (27-40 GHz), and X (8-12 GHz) band if able to and these options must be easily upgradable if required in the future.

· Must have full support plan to include full system warranty parts, labor, and system training. Must also contain parts that are easily interchangeable or replaceable by operators or instructors. All replaceable parts must be easily replaceable in a short amount of time (around 30 minutes) to include reconfiguration of system.

· Must be TAA compliant.

· Entire system must be easily set up and torn down by an operator in under 60 minutes.

· System must have the ability to easily power off when not in use and power back up and be fully operational within 15 minutes. Must also be ruggedized and able to operate for 8-12 hours daily without system failure or degradation.

· Antennas and user workstation must be interchangeable between other systems that we use.

· Antennas do not need auto satellite acquisition but all tasks must be motorized and controlled from the user workstation, such as Azimuth, Elevation, and Polarization. Must also allow the user to validate signal power.

· System must be able to have a simulation capability and fully integrate into our current simulation system. In order to connect into our current simulator, the system would need to be able to receive signals via a single Coaxal RF cable on L-Band. Vendor site visits are allowed, given a 30 day notice to the unit.

· Must have a physical Emergency stop on the antennas that is capable of cutting power to the antennas.

· Must be able to power off of U.S. standard wall outlet 110/120V or 220V.

· Must have 2- 2.4 meter parabolic antennas or similar, and antennas will not be inflatable.

· System components external to the antennas must maintain a small footprint and be operational from the user workstation, located up to 30 feet away from the system.

· Includes Low Noise Block.

· Has its own modem, Spec-A capabilities, with ability to connect to external COTS modems and Spec-A’s. In other words, it must be modem and Spec-A agnostic with an L-band interface. Workstations must have admin accounts and user accounts. Admin accounts need full control and easy operability to restrict and allow access to certain functions as admins deem necessary.

· Easy user interface for monitoring signals, detecting interference, Performing Modulation Analysis, and GEO Locating signals.

· Allows for two operators to conduct all tasks separately but simultaneously.

· Must be able to GEO Locate w/in 5km and under 10 minutes, given all required data.

· Signal Characterization platform must visually display at the least Center Frequency, modulation, FEC, Symbol Rate, Power in dB, Eb/No, SNR, and easily identify possible EMI.
