About this file
This is an Evaluation Instructions document for a Request for Quote (RFQ) issued by CBP for the procurement of Electric Mountain Bicycles.
The Government will award a single purchase order to the responsible vendor whose quote conforms to the Statement of Work (SOW) requirements and provides the lowest evaluated price using a lowest-priced technically acceptable (LPTA) evaluation basis. CBP reserves the right to award without further communication, requiring vendors to submit their best pricing, terms, and conditions in their initial response. Failure to comply with all submission instructions may result in ineligibility for award. Quotes must include two components: Part I requires vendors to submit technical capabilities documentation including specifications sheets, warranty information, delivery requirements, and evidence of compliance with each SOW requirement, evaluated on a pass/fail basis with any failure to address SOW requirements resulting in disqualification; Part II requires vendors with GSA/FSS contracts to provide their contract number, GSA schedule catalogs and price lists, applicable Special Item Numbers, and any volume pricing discounts offered, with the lowest price determined by multiplying 2 units by the corresponding unit price to calculate the total evaluated price.

EVALUATION INSTRUCTIONS
For Electric Mountain Bicycles
INTRODUCTION
The Government will award a single purchase order to the responsible vendor whose quote conforms to the requirements set forth in the Statement of Work (SOW) within this RFQ and provides the lowest evaluated price.
INSTRUCTIONS
CBP will conduct evaluations against vendors who respond to this RFQ for Electronic Mountain Bicycles. CBP reserves the right to award a purchase order without further communication and exchange; therefore, each response to this request should contain the vendor's best pricing, terms, and conditions.
Quotes shall be composed of the items described below (Parts I and II). Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this request for quote could result in the quote being ineligible for award. It is the vendor’s responsibility to ensure its quote meets all the requirements identified herein.
Those submitting a quotation under this requirement will be evaluated on a lowest-priced technically acceptable (LPTA) to the Government basis. The Government will award a single PO to the responsible vendor whose quote conforms to the requirements set forth in the Statement of Work (SOW) within this RFQ and provides the lowest evaluated price.
• PART I: TECHNICAL CAPABILITIES
Provide your company’s technical capability to provide the requested equipment.
The technical capability portion of the submitted quote should include a specifications sheet of the requested equipment, address warranty information and delivery requirements, and address each physical specification and performance capability listed on the attached SOW. Technical capability will be evaluated as a pass/fail. A failure to address any of the SOW requirements may result in a disqualification and the quote eliminated from further evaluation.
• PART II: GSA FSS CATALOG AND PRICING (IF APPLICABLE)
Vendors with a GSA/FSS vehicle contract shall provide contract number, a copy of all GSA schedule catalogs and price lists for the proposed Catalog Holder and all teaming partners. Indicate those Special Item Numbers applicable to this requirement. Also, provide volume pricing discounts given from the GSA pricing for this order. For the LPTA evaluation, lowest price will be determined by multiplying the number of units (2) times the corresponding unit price to obtain the lowest total evaluated price.
