About this file
The document is an Evaluation Criteria file for a Department of Health and Human Services National Institutes of Health contract for HVAC replacement at a metabolic research facility. The evaluation will assess contractors based on their capability to provide specific technical services, including creating redline as-built drawings, performing mechanical load calculations, conducting electrical panel metering, updating electrical panel schedules, and completing comprehensive HVAC system modifications.
Key technical requirements include removing existing piping and chiller systems, installing three new fan coil units with duct heaters and controls, installing a new 3-ton chiller with associated piping and insulation, and implementing monitoring systems to maintain precise environmental conditions (humidity 30-50%, temperature +/-0.2°C, temperature range 16-33°C). The contract will be awarded to the contractor providing the most advantageous quote, with technical factors and cost/price both considered in the evaluation process.

Evaluation Criteria
Services:
Awards will be made to the contractor providing the most advantageous quote to the government, technical factors and cost/price considered. The technical factors are as follows: The contractor will be evaluated on their capability to provide the required services as stated on the solicitation. Specific factors that must be conveyed included:
1. Redline as-built drawings (contingent on receiving existing drawings from office of research facilities).
2. Provide mechanical load calculations verifying that the new 3-ton chiller is appropriately sized and capable of supporting the thermal load of the three FCUs.
3. Conduct a 30-day electrical panel metering report of the associated electrical panel, confirming it can support the additional load demand of the new 3-ton chiller.
4. Provide updated electrical panel schedule, reflecting all changes associated with the new equipment installation.
5. Remove existing piping and chiller system.
6. Install 3 new fan coil units (1 per chamber) with tied-in duct heaters and associated controls.
7. Install new 3-ton chiller including all piping, insulation, and isolation valves as needed.
8. Install associated software/hardware/firmware needed for appropriate monitoring and control of temperature and humidity.
9. Ensure the newly installed system functions to required specifications (humidity 30-50%, temperature +/-0.2oC of setpoint, temperature setpoint range of 16-33oC, temperature change <0.1oC/min, constant circulation >300 CFM, sound <46 dBA)
10. Conduct appropriate pre- and post- testing and air balancing and tuning of PID to achieve specifications.
11. Provide training on system controls to metabolic unit staff
12. Technical factors outweigh cost.
Supplies:
Award will be made to the contractor providing the most advantageous quote to the government, technical factors and cost/price considered. The technical factors are as follows: The contractor will be evaluated on their capability to provide the product to the specifications as stated on the solicitation.
1. Furnish 3 new fan coil units (1 per chamber) with tied-in duct heaters and associated controls.
2. Furnish new 3-ton chiller including all piping, insulation, and isolation valves as needed.
3. Provide all associated software/hardware/firmware needed for appropriate monitoring and control of temperature and humidity.
4. Technical factors outweigh cost.
