About this file
This document is a Statement of Work (SOW) for a Metabolic Suite HVAC Upgrade project at the NIH Clinical Center. The objective is to replace the existing fan coil units and establish independent heating and cooling sources for three whole-room indirect calorimeters used in metabolic research. The project requires a building-independent chiller system capable of maintaining temperatures between 16-33°C for precise metabolic measurements, with specific requirements including three new fan coil units (one per room) that can maintain setpoint temperatures and humidity levels while providing constant air circulation of over 300 CFM at a specific sound level.
The upgrade is necessitated by aging building systems and fan coil units installed in 2006 that can no longer maintain the precise environmental conditions required for accurate metabolic research. The new HVAC system will support critical research conducted by the NIDDK Metabolic Clinical Research Unit, ensuring proper temperature and humidity control for experiments involving human metabolism measurements. The project is associated with a pre-solicitation opportunity (Solicitation Number: 75N94025Q00193) under the Department of Health and Human Services National Institutes of Health National Institute of Child Health and Human Development.

STATEMENT OF WORK
1.0 PURCHASE ORDER TITLE
Metabolic Suite HVAC Upgrade
2.0 BACKGROUND
The three whole-room indirect calorimeters (Metabolic Suites) in the NIH Clinical Center are maintained and operated by members of the Human Energy and Body Weight Regulation Core. Changes in the oxygen and carbon dioxide levels in the air in the Metabolic Suites are used to measure human metabolism which serves as a primary or secondary endpoint in many studies supported by the NIDDK Metabolic Clinical Research Unit, including intra- and inter-institute protocols. These measurements require tight regulation of environmental temperature and humidity in the rooms, as gas volumes and concentrations are affected by air temperature and water vapor content. The clinical center building heating and cooling systems have served as the main inputs and controls for the internal fan coil units in the room calorimeters for nearly two decades. However, the aging building systems and internal fan coil units – installed in 2006 – are no longer capable of maintaining the temperature and humidity required for these experiments. Thus, this project will replace the existing fan coil units and establish heating and cooling sources independent from the building systems for proper operation of the Metabolic Suites and to enhance patient safety during the tests.
3.0 OBJECTIVE
To establish an air-conditioning system for the Metabolic Suites that is independent from the current Building 10 Clinical Center system – replacing the existing fan-coil units and heating and cooling systems.
4.0 SALIENT / REQUIRED FEATURES AND SPECIFICATIONS
The following criteria are required for appropriate conditioning of air inside the metabolic suites and are necessary to accomplish accurate measurements of metabolism to meet NIDDK research goals:
1. Appropriately sized, building-independent chiller system capable of maintaining desired set point temperature (range from 16-33oC) when faced with the expected thermal load of all 3 room-calorimeters and their contents, including mid-sized refrigerator for specimens, human subjects of variable sizes, and potential exercise equipment (e.g. treadmill).
2. Three new fan coil units (1 per room) with tied-in duct heaters capable of maintaining setpoint temperatures within the required range and meeting all specifications (listed below) for humidity and temperature control with a constant circulation >300 CFM at a sound level <46 dBA.
3. The building-independent temperature control system must be capable of meeting the following specifications: humidity must remain between 30-50%, temperature should be maintained within +/-0.2oC of setpoint, the user-specified temperature setpoint should include the following possible range: 16-33oC, temperature should change by less 0.1oC/min.
5.0 Task Areas:
5.1 Task Area 1 – delivery timelines
Vendor will procure required components upon awarding of the PO. Installation is contingent on timelines provided by the NIH Office of Research Facilities and Human Energy and Body Weight Regulation Core testing schedule.
5.2 Task Area 2 - shipping instructions
Vendor is responsible to order and ensure delivery of all necessary components to complete the on-site installation.
5.3 Task Area 3 - Installation requirements
Vendor is required to:
5.3.1. Provide redlined, as-built drawings (contingent on receiving existing drawings from office of research facilities).
5.3.2. Provide mechanical load calculations verifying that the new chiller is appropriately sized and capable of supporting the thermal load of the three FCUs.
5.3.3. Conduct a 30-day electrical panel metering report of the associated electrical panel, confirming it can support the additional load demand of the new chiller.
5.3.4. Provide updated electrical panel schedule, reflecting all changes associated with the new equipment installation.
5.3.5. Conduct appropriate pre- and post- testing and air balancing and tuning of PID to achieve specifications.
5.3.6. Remove existing piping and chiller system.
5.3.7. Install 3 new fan coil units (1 per chamber) with tied-in duct heaters and associated controls.
5.3.8. Install new chiller system, including all piping, insulation, and isolation valves as needed.
5.3.9. Install associated software/hardware/firmware needed for appropriate monitoring and control of temperature and humidity.
5.3.10. Ensure the newly installed system functions to required specifications (humidity 30-50%, temperature +/-0.2oC of setpoint, temperature setpoint range of 16-33oC, temperature change <0.1oC/min, constant circulation >300 CFM, sound <46 dBA).
5.4 Task Area 4 - software, warranty, maintenance requirements Vendor will provide the necessary software upgrades to incorporate the new HVAC system into the existing setup. Vendor will conduct validation testing/tuning of the system.
5.5 Task Area 5 – training requirements (how much notice to schedule, how long/how many days, how many people to be included, etc.)
Vendor will provide 8 hours of training on the new software interface to Human Energy and Body Weight Regulation Core staff (4-5 individuals) at a mutually agreed upon schedule within 30 days of completion of installation.
