Evaluation Criteria The Government will use a technical/price tradeoff process for this selection. Award will be made to the responsible offeror whose proposal conforms to the solicitation requirements and provides the best value to the Government.
Relative importance:
a. Factor A, B, C and D are equal in importance. Factors A-D when combined, are more important than price.
b. As the Non-Price technical rating becomes more equal between offerors, price becomes more important.
Factor A -Specialized Experience:
NIST will evaluate the extent to which the offeror’s proposal demonstrates experience in performing same or similar maintenance service, repair, and calibration of UPW systems with water quality that matches or exceeds ASTM D5127-13 Type E1.2. and providing modifications to UPW system programmable logic controllers and graphical user interfaces in accordance with the Performance Work Statement. Provide three (3) projects that you have performed Ultra-Pure Water service within the last 5 years with references and their point of contact (Phones and email).
Factor B - Technical Approach:
The offeror must describe its technical approach for performing the requirements of the contract while eliminating system outages during normal business hours. Describe the strategy for both scheduled preventative maintenance and unscheduled maintenance. In addition, the offeror must describe its strategy for 2-hour response time and timely turnaround of repair parts pricing and delivery including local area staffing and established relationships with vendors to provide parts and stock of common parts.
Factor C - Key Personnel:
The offeror must describe the key personnel that will be considered to meet the requirements of the Qualification section of the Statement of Work Include a summary of relative experience for personnel that will 1) provide maintenance, repair, and calibration services for the UPW system and 2) provide modifications/latest updates to the programmable logic controller and graphical user interface. If Key Personnel is provided by a Sub-contractor, identify the Sub-Contractor and their Key personnel. The Sub-contractor must meet the same requirements as the Prime Contractor.
a. Qualifications
i. The contractor must provide onsite personnel with at least 3 years of experience providing maintenance, repair, modifications/latest updates to the programmable logic controller and graphical user interface and calibration service for UPW systems.
ii. The key personnel must have the expertise to make modifications to the programmable logic controller and graphical user interface to make updates to system operation and parameter display as needed.
iii. The Key personnel identified must be considered the basis for qualification under this contract. As such, no changes to key personnel may be made without Government approval and require documentation to demonstrate equivalent knowledge and experience.
The Government reserves the right to reject substitutions in key personnel.
Factor D - Past Performance: The Offeror must submit telephone numbers and e-mail addresses for three (3) references to support the Offeror’s Experience response where the contractor has performed similar work of similar scope within the last three years.
NIST will evaluate the quality, timeliness, ability to control cost, schedule and minimize operational impact of the past work. Evaluation of this factor will be based on information contained in the technical proposal and information provided by references. The Government will evaluate past performance by contacting appropriate references, including NIST references; if applicable. The Government may also consider other information available. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
The Offeror must include information regarding any problems encountered on the projects described above and corrective actions taken to resolve those problems.
Factor E – Price The proposed price for the task order will be evaluated to determine price fairness and price reasonableness. The cost evaluation will determine whether the proposed price is realistic, complete, and reasonable in relation to the solicitation requirements. Proposed price must be entirely compatible with the technical proposal.
