Statement of Work Ultra-Pure Water (UPW) System Support Services
1. Background The National Institute of Standards & Technology (NIST) is seeking contractor that can provide Ultra-Pure Water (UPW) system support services for the Center for Nanoscale Science and Technology (CNST) NanoFab cleanroom. The NanoFab is a shared resource accessible to researchers from industry, academia, NIST, and other Government agencies that provides researchers with rapid access to state-of-the-art, commercial nanoscale measurement and fabrication tools and methods, along with associated technical expertise, at economical hourly rates. It is well equipped to process and characterize a wide range of nanoscale materials, structures, and devices.
The UPW system is critical to NanoFab operations. Almost every process run requires UPW for substrate preparation or processing. Down time for the system effectively closes the NanoFab.
2. Objectives The objective of this contract is to maximize the uptime of the UPW system and minimize outages during prime NanoFab operating hours while maintaining Ultra-Pure Water which meets ASTM D5127-13 TYPE E1.2 standards. The Government requires a preventive maintenance solution with emergency service to include parts and labor.
3. Scope The Contractor must provide preventative maintenance and timely repair of system failures on the building 215 UPW system.
4. Requirements
a. Contractors shall provide all parts and all proposed labor for preventive maintenance and all unscheduled maintenance parts and labor.
i. The contractor must be responsible for all consumables needed to perform all work under this service contract.
ii. The contractor must plan all outages or activity that could negatively impact water quality take place on weekends. The COR must make the final determination of impact.
iii. All work performed must take place in such a way to preserve the water quality that matches or exceeds ASTM D5127-13 Type E1.2.
b. Scheduled Preventative Maintenance
iv. Monthly
1. Replace RO Pre-filter 20”, 5 Micron.
2. Replace 25 Micron Bag Filter.
3. Inspection of entire system and record on a report that is approved by the Government.
v. Semi-Annual
1. Replace 10” 0.1 Micron Filters.
2. Replace 20” 0.02 Micron Filters.
3. Replace 40” 0.02 Micron Filters.
4. Replace Ultrafilter Reject Filter.
5. Replace (3.6 cubic feet) service DI Tanks6 MB DI 14x47 Bottles or if Resistivity drops below 18.0 for 2 or more days in a row.
6. Exchange the Carbon Absorbers using CS media.
7. Sanitization of the UPW loop.
8. Lab testing of the UPW system to check that water quality matches or exceeds ASTM D5127-13 Type E1.2.
9. All UV Lamps and Quartz sleeves.
vi. Annual
1. All UV Lamps and Quartz sleeves.
2. Replace UPW (40 cubic feet) Service DI Tanks.
3. Calibrate all sensor instrumentation.
4. Calibrate all distribution flow supply and return flow meters located on each branch off of the main distribution lines.
vii. Special Maintenance Requirements
1. All UV Lamp membranes must be replaced during the first quarterly PM of the base contract period and during the final quarterly PM of the Option Year 2 contact year.
c. Unscheduled Maintenance
viii. The contractor must be available for emergency call backs and onsite within 2-hours of notice, 24 hours a day, 7 days a week.
ix. The contractor must provide emergency service parts and labor.
x. The contractor must make unscheduled maintenance repairs within 48 hours of initial diagnosis.
5. Qualifications
| i. | The contractor must at least 3 years of experience providing maintenance, repair, programming/latest updates to logic controller and graphical user interface and calibration service for UPW systems. |
| ii. | The key personnel must have the expertise to make modifications/latest updates to the programmable logic controller and graphical user interface to make updates to system operation and parameter display as needed. |
| iii. | The Key personnel identified must be considered the basis for qualification under this contract. As such, no changes to key personnel may be made without Government approval and require documentation to demonstrate equivalent knowledge and experience. |
| iv. | The Government reserves the right to reject substitutions in key personnel. |
6. Deliverables
a. Contractor must provide a monthly report of all maintenance performed and any deficiencies noted during inspection.
b. Contractor must provide original water quality testing report from testing vendor of all water quality tests performed on the UPW system.
c. Any parameter or piece of equipment that would adversely affect the UPW system operation must be immediately relayed to the COR for action.
d. Contractor must provide parts and labor for system impairments within 48 hours of initial diagnosis.
7. Security Considerations
a. This work will be done during normal working hours for NIST which is Monday to Friday, 6 a.m. to 5 p.m. unless otherwise required. Site access will be through the C gate off of Quince Orchard Road from 6 a.m. to 3 p.m. After 3 p.m. or during non-working hours, the contractor must use the main gate off of Rt. 117-Clopper Road. The contractor shall proceed to the NIST truck inspection station located at the loading dock area of building 301 every day before proceeding to the job site. The COR will be responsible for any badging needed by the contactor.
8. Safety Requirements
a. The contractor shall be responsible for ensuring their personnel have all OSHA required PPE. Any personnel who does not have the proper PPE will be asked to leave the job site until such time they acquire the missing PPE. Before the Notice to Proceed is issued by the Government, the contractor must submit a safety plan to the Government for review and approval through the COR. After the Safety Plan is approved the Notice to Proceed will be issued.
9. Other Unique Requirements and Considerations
a. Due to the nature of the research performed in the CNST NanoFab, water outages during research hours can have a severe impact and sometimes result in the loss of samples with hundreds of hours of processing effort. Therefore, unless there is an emergency that could pose significant damage to the UPW system, no outages may occur during lab operational hours of Monday through Friday, 7 am to midnight. All outages must be scheduled with the COR at least two weeks in advance and take place on weekends. For the purpose of this contract, an outage is defined as a total loss of water in the distribution loop or an activity that could compromise the quality of water in the distribution loop.
b. For the purposes of this contract, the working hours are 7 a.m. to 5 p.m., Monday to Friday. Any times outside of these hours must be considered non-working hours.
10. Place of performance
a. All services must be performed at NIST Gaithersburg, Building 215
11. Period of performance
a. The Base Period is 12 months, followed by two 1-year options.
i. Base Period – 12 months
ii. Option Year 1 – 12 months
iii. Option Year 2 – 12 months
12. Performance Requirement Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
