| text: While performing duties within NAVIFOR owned and operated facilities, the Contractor must also adhere to all service/component command/local security directives, regulations, and standard operating procedures at different contract performance locations. The Program Manager listed in Block 17 will provide a copy of all applicable security directives for this contract. Appropriate local service command security directive, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or command COR). Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the Contractor will return all classified information (furnished or generated) to the source from which received unless retention or other disposition instructions are authorized in writing by the NAVIFOR Government Contracting Agency/Activity. Furthermore, the Contractor will account for and return to the appropriate issuing office, all identification badges and/or entry passes/vehicle decals issued to Contractor personnel upon completion or termination of the classified contract, termination of employment, or suspension of classified clearance or access of any Contractor employee. |

Item 10.e.(1), Intelligence Information, TS/SCI: SCI requirements are hereby authorized. Questions regarding Item 10e (1) and requests for retention or release of intelligence shall be thru the Office of Naval Intelligence NAVSEA 00G (NAVSEA STILO/SSO) at 202-781-7350. See attached Navy SCI Addendum.
Intelligence Information, Non-SCI: Non-SCI requirements are hereby authorized by NAVSEA 00G. Questions regarding Item 10.e(2) shall be addressed to NAVSEA 00G and requests for retention or release of Intelligence shall be to the Office of Naval Intelligence through NAVSEA 00G at (202) 781-7350.
Item 10.e.(2): Contractor will require ICD 703. Prior approval of the contracting activity is required for sub-contracting. Access to intelligence information requires special briefings and a final U.S. Government clearance at the appropriate level.
Item 10.e.(2) 2.: Security Controls on the Dissemination of Intelligence Information Received or Generated under NAVSEA Contracts of December 1996.
Classified or unclassified technical papers to be presented at a classified symposium must be approved by the NAVSEA HQ Contracting Officer's Representative (COR) in concert with NAVSEA SEA 00P3 and PMS-326 prior to the presentation.
The Contractor must submit a request for sharing of classified and other sensitive information between prime contracts in writing to the NAVSEA Information, Industrial and Security Operations Division (SEA 00P3) at NAVSEAHQ_INDUSEC.fct@navy.mil. Each request must reference contract number <CONTRACT # TBD>, identify the specific information for which approval is being sought, a justification for needing to share the information, the name of other contractor and its contract number under which the requested information will be shared.
Personnel designated as derivative classifiers shall receive derivative classification training prior to access from the contractor's Facility Security Officer (FSO). The FSO shall ensure personnel receive initial and biennial training during the life of this contract. Evidence of completion, training certificates or equivalent, shall be provided to the Information Assurance Manager no later than the individual's due date.
All classified documents must be destroyed using a National Security Agency (NSA) approved high security crosscut shredder listed on the NSA/CSS evaluated products list(EPL) for high security crosscut paper shredders, or other approved method for destroying classified information.
Copies of preliminary inquiry or investigative reports of security incidents involving classified information shall be scanned and forwarded to NAVSEA 00P3 Industrial Security mailbox: NAVSEAHQ_INDUSEC.fct@navy.mil.

Item 10(j): All Controlled Unclassified Information associated with this contract must be protected per the guidance provided for Item 11(l) of this DD Form 254.
Item 11(j): The Contractor shall protect critical information associated with this contract to prevent unauthorized disclosure. The NAVSEA Critical Information List, Ser 00P-284/439 of October 31, 2017 (FOUO) will be identified under separate cover.
Item 11(j) Continued: Performance under this contract requires the contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of DoD 5220.22-M, National Industrial Security Program Operating Manual, therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NAVSEA approves the OPSEC requirements. The contractor shall assign an OPSEC point of contact for this contract at no additional cost to the Government. This individual may be the Facility Security Officer (FSO).
Item 11(j) Continued: During the period of this contract, the Contractor may be exposed to, use, or produce, NAVSEA Critical Information (CI) and/or observables and indicators which may lead to discovery of CI. NAVSEA’s CI will not be distributed to unauthorized third parties, including foreign governments, or companies under Foreign Ownership, Control, or Influence (FOCI).
Item 11(j) Continued: CUI correspondence transmitted internally on the contractor's unclassified networks or information systems, and externally, shall be protected per NIST SP-800-171, Protecting Controlled Unclassified Information in Non-federal Systems and Organizations.
Item 11(j) Continued: Assembled large components/systems being transported to and from testing areas, other production or government facilities (whether or not on public roadways) shall be in an enclosed van trailer or covered flatbed trailer. Component/System outside storage, staging, and test areas shall be shielded/obscured from public view wherever physically possible.
Item 11(j) Continued: NAVSEA’s CI shall not be publicized in corporate wide newsletters, trade magazines, displays, intranet pages or public facing websites. Media requests related to this project shall be directed to NAVSEA Public Release Authority listed in Item 12 of this DD Form 254.
Item 11(j) Continued: Any attempt by unauthorized third parties to solicit, obtain, photograph, or record, or; incidents of loss/compromise of government Classified or CI, Business Sensitive, Company Proprietary information related to this or other program must be immediately reported to the Facility Security Officer and Defense Security Service and/or the Naval Criminal Investigative Service, and the NAVSEA Information, Industrial, and Operations Security Division (SEA00P3). Questions concerning these requirements shall be directed to the NAVSEA Information, Industrial, and Operations Security Division (SEA00P3).
Item 11(l): All Controlled Unclassified Information (CUI) associated with individual task orders must be safeguarded to prevent unauthorized public disclosure. CUI such as FOUO, Security Classification Guides (SCG), and other technical information with Distribution Statements B, C, D, E or F are not authorized for public release and cannot be placed on a publicly accessible web site or web server. All emails containing such information or attachments must be appropriately marked, and digitally signed and encrypted if being transmitted. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: A cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
Item 10(g): The contractor is permitted access to North Atlantic Treaty Organization (NATO) information in performance of this contract. Access to NATO information requires a final U.S. Government clearance at the appropriate level. The government program/project manager is the designated representative that will ensure the contractor security manager and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW NISPOM Ch 10, Section 7. Prior approval from the contracting activity is required for subcontracting.
