About this file
This Statement of Need details the 9th Operations Group's (9 OG) requirement for three Federal Aviation Administration (FAA) Approved Aviation Training Devices (AATDs) at Beale Air Force Base. The devices must simulate Cirrus Generation 6 SR20, SR22NA, and SR22TN aircraft models, with FAA certification and a Letter of Authorization. Key requirements include a 180-degree visual system, Instructor Operating Station, dynamic flight controls, Cirrus Airframe Parachute System simulation, and a minimum one-year comprehensive maintenance and support program.
The AATDs will support pilot training objectives for the 74th Reconnaissance Squadron, enhancing airmanship knowledge and instrument proficiency in a cost-effective manner. Delivery is required within five months after order receipt, with installation at Building 1218, 19674 Henderson Dr., Beale AFB, CA 95903. Contractors must coordinate delivery timing, complete an entry authorization list for base access, and comply with base regulations. The devices aim to reduce scheduling pressure on aircraft assets and provide flexible ground-based training for high-performance mission-critical platforms.

Statement of Need
For
9 OG Flight Simulators
1. BACKGROUND
The 9th Operations Group (9 OG) at Beale AFB, CA, requires three (3) Federal Aviation Administration (FAA) Approved Aviation Training Devices (AATDs) to fulfill program objectives for FY25. These AATDs will provide supplemental flying training to increase airmanship knowledge for 9 OG pilots.
Similar programs have been used with 12th Reconnaissance Squadron (12 RS), Test Pilot School, and North American Aerospace Defense Command (NORAD).
These flight simulators are required to pursue Air Combat Command’s (ACC) strategic vision and the Commander of Air Combat Command’s (COMACC) number one priority of readiness by ensuring students are prepared for the 74th Reconnaissance Squadron’s (74 RS) formal training course.
The AATDs will provide a cost-effective and secure solution for maintaining pilot instrument proficiency, enhancing aircrew training flexibility, and enabling scenario-based procedural practice. The training devices directly support the continuation training needs of 9 OG pilots flying high-performance, mission-critical platforms by reinforcing foundational instrument and systems knowledge in a controlled environment. The devices will enable pilots to maintain currency and readiness between operational sorties, reducing scheduling pressure on limited aircraft assets and enhancing flexibility for crews in ground training status.
2. SCOPE
The Contractor shall be responsible for the delivery and installation of three (3) FAA-certified AATDs capable of simulating the following aircraft models: Cirrus Generation 6 SR20, SR22NA, and SR22TN.
The Contractor shall provide all required documentation, transportation, permits, hauling, equipment, and professional services to accomplish all work. Delivery shall be on or before five (5) months after receipt of order.
3. REQUIREMENTS
The Government requires three (3) FAA-certified AATDs. Each AATD shall include a minimum one (1)-year maintenance and support program. The Contractor shall be responsible for delivery, installation, and clean-up. Installation and clean-up shall be concurrent with delivery. Each AATD shall meet the following minimum requirements:
• FAA Certification: Be certified by the FAA as an Advanced Aviation Training Device (AATD) under FAA Advisory Circular (AC) 61-136B. This certification is essential to ensure the AATD meets FAA standards for simulation fidelity and allows for the logging of training hours toward specific pilot certification benchmarks as defined in 14 CFR Part 61. The AATD shall provide a mechanism for accurately recording training time and the type of training conducted, and that record must be exportable or verifiable for FAA crediting purposes.
• FAA Letter of Authorization: Include an FAA Letter of Authorization (LOA) approving use for the Cirrus SR20, SR22NA, and SR22TN aircraft.
• Aircraft Emulation: Accurately replicate the following aircraft characteristics:
o Avionics as found in Cirrus Generation 6 SR20, SR22NA, and SR22TN o Full cockpit layout o Flight control systems o Performance characteristics
• Visual System: The system should include a multi-screen visual display with a horizontal field of view of 180 degrees.
• Instructor Operating Station (IOS): Provide an IOS with the capability to manage scenarios, weather conditions, and system malfunctions.
• Cirrus Airframe Parachute System (CAPS): Include a functional Cirrus Airframe Parachute System (CAPS) handle simulating 45lbs of force.
• Dynamic Flight Controls: The simulator shall include dynamic flight controls that provide realistic force feedback to the pilot.
• Minimum one (1)-year comprehensive maintenance and support program including technical assistance, software updates, system diagnostics, preventive maintenance, compliance support, and expert technical services.
• Warranty: A 1-year hardware warranty shall be included.
4. DELIVERY
4.1 The Contractor shall coordinate a delivery time with the Government Point of Contact (POC) identified in the inspect and accept information section of the contract at least two (2) weeks prior to anticipated delivery. The Contractor shall be responsible for the installation, assembly, and clean-up.
Work shall be completed no later than 5 months ARO. The Contractor is responsible for any damage to Government property and public works during the delivery and installation process. Products shall be delivered within the hours listed below.
5. LOCATION AND HOURS OF WORK
5.1 The Contractor shall deliver and install the AATDs to the 9 OG building located at 19674 Henderson Dr. Building 1218, Beale AFB, CA 95903.
5.2 Delivery cannot occur on the following Federal holidays:
New Year's Day 1 January Martin Luther King’s Birthday Third Monday in January
President's Day Third Monday in February Memorial Day Last Monday in May
Juneteenth 19 June Independence Day 4 July
Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day 11 November
Thanksgiving Day Fourth Thursday in November Christmas Day 25 December
6. BASE ACCESS
6.1 Contractor Manager or alternate shall complete an entry authorization list (EAL) for access to Beale Air Force Base. The request shall be submitted within two (2) weeks of delivery to Pass and Registration via the Government Point of Contact (POC) identified in the inspect and accept information section of the contract. All contractor vehicles must enter the base via the Wheatland Gate and shall be subject to inspection. All contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) throughout duration of work performance. Any persons in the EAL are required to bring two (2) forms of identification or REAL ID to access the base.
