The solicitation requires offerors to submit quotations by a deadline specified in the main solicitation document, with prices held firm for 90 calendar days from the receipt date. Questions must be submitted in writing by February 9, 2026 at 10:00 AM PST to either Cali McVay (Contracting Officer) or Brady Langelan (Contract Specialist) at their respective Air Force email addresses. A site visit is scheduled for February 5, 2026 at 10:00 AM PST at the 9th Contracting Squadron at Beale AFB, California, with attendance encouraged but not mandatory; interested parties must submit visitor request forms by February 2, 2026 at 10:00 AM PST and complete required pre-enrollment procedures for base access.

Quotations must be submitted in three separate volumes: Volume I (Technical) limited to 10 pages, Volume II (Past Performance) limited to 3 Past Performance Summary Sheets with associated CPARS, and Volume III (Price) with whole dollar pricing only. The technical volume must address propane delivery services, preventative and on-call maintenance capabilities, staffing certifications and safety requirements, and ability to meet response times and reporting requirements per the PWS. Past performance should reference 1-3 most relevant contracts of similar scope and complexity. Offerors must be registered in SAM.gov and complete all Representations and Certifications. Price will be evaluated for reasonableness using various price analysis techniques, and unreasonable pricing will result in elimination from competition. The Government reserves the right to request additional cost or pricing data if needed.

B. Quotation Content.

Volume I – Technical

1. Each Offeror shall submit a Technical Volume IAW the format below. Offerors are cautioned that the Government will only use data provided by each Offeror in this volume in the technical evaluation. An Offeror’s quotation submission represents that the Offeror will perform all the requirements specified in the solicitation and attachments herein. Responses will be evaluated against the criteria outlined in the FAR 52.212-2, Addenda. The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s quotation.

Responses will be evaluated against the criteria outlined in FAR 52.212-2 Addenda. The quotation should not simply rephrase or restate the Government's requirements but shall provide convincing rationale to address how the Offeror intends to meet the requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror's quotation.

2. The Technical Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in FAR 52.212-2, Addenda. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the Offeror’s technical competence and ability to comply with the contract task requirements specified in the

PWS.

Factor 1 – Technical.

The technical evaluation provides an assessment of the Offeror’s capability to satisfy the Government’s requirements. Quotations that fail to meet any material requirement will be determined technically unacceptable and ineligible for award. The Government’s technical evaluation team will review the technical subfactors and apply their subject matter expertise to determine if an Offeror has provided a technical volume that articulates a clear understanding of the Propane Gas and Related Services requirement.

Sub-Factor 1 – Technical Acceptability. The Offeror shall submit a brief technical narrative, not to exceed 10 pages, confirming compliance with the PWS. At a minimum, the technical narrative shall:

a) The Offeror shall provide a detailed narrative confirming ability to perform propane delivery services IAW para. 3.2.

b) The Offeror shall provide a detailed narrative confirming ability to perform preventative and on-call maintenance IAW PWS para. 3.3.

c) The Offeror shall provide a detailed narrative confirming staffing meets certification and safety requirements IAW PWS 3.3.2.3.

d) The Offeror shall provide a detailed narrative confirming ability to meet response times and reporting requirements IAW PWS para. 3.3.2.4.

Volume II – Past Performance.

1. Quality and Satisfaction Rating of Contracts: The Government reserves the right to use relevant performance assessment ratings from sources available to the Government, to include, but not limited to, Contractors Performance Assessment Reporting System (CPARS), interviews with Program Managers, and/or non-Government sources, such as any commercial business or customers referenced by the offeror.

2. Past Performance Summary Sheet: Provide at least one (1) and no more than three (3) of the most relevant contracts performed. The offeror shall complete the Past Performance Summary Sheet (PPSS)

(Attachment 6) for each contract/project performed of similar scope and complexity, along with corresponding CPARS for referenced contract. Include a detailed rationale supporting your assertion of relevance, identifying specific aspects of the past contract deemed relevant and how they relate to the proposed effort. If an

Offeror is unable to obtain all requested information for a PPSS, the remaining completed sections should still be submitted; however, an incomplete reference may be given less weight. If an offeror has no past performance history of relevance, the offeror must affirmatively state it possesses no past performance history of relevance.

3. The Government may also consider the past performance of affiliated companies or operating divisions within the parent company or joint ventures of the parent company, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when it is reasonable to attribute the experience of the past efforts to the proposed effort and when the quotation clearly demonstrates the resources (e.g. financial resources, overall oversight and management, or other resources) of the parent or affiliated division will meaningfully affect performance of the instant acquisition. If providing past performance information on predecessor companies the offeror shall provide a roadmap demonstrating succession of ownership. As part of this explanation, describe how these changes impacted the relevance of any efforts you identify.

Volume III - Price.

1. The Offeror shall propose and insert a whole dollar unit price, with no decimal places, for each firm-fixed-priced (FFP) CLIN. The FFP CLINs, which shall be populated, can be found in the Supplies or Services and Prices/Cost section of the SF1449. The Offeror shall submit pricing information to support the completeness and reasonableness of their proposed prices for all CLINs.

2. The prices shall be expressed as quantities multiplied by the unit price which equals the extended amount for each FFP CLIN.

3. Price will not be rated or scored but will be evaluated for fair and reasonableness using various price analysis techniques. The Offeror shall ensure the proposed price is reasonable, balanced, and complete. An Offeror who submits a price quotation that is determined to be unreasonable (either initially or as a result of interchanges) is not awardable and will be eliminated from the competition.

4. If the CO determines that additional information is needed or that adequate price competition no longer exists, the Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price.

5. Data beyond that required by this instruction shall not be submitted unless it is essential to document or support the Offeror’s price position. All data relating to the proposed price, including all required supporting documentation, must be included in the Price volume (Volume III). Under no circumstances shall this data and documentation be included elsewhere in the quotation.
