This is a Supplement to DIAR 1452.280-2 Notice of Indian Economic Enterprise (IEE) Set-Aside for Solicitation 140A2326Q0104, issued by the Department of the Interior Bureau of Indian Affairs Bureau of Indian Education for an ATVS – Haskell Security contract. The document establishes required submissions and assurances that offerors must include with their proposals to be considered responsive.

Offerors must provide a description of the percentage of work and costs to be performed by the company versus subcontractors over the contract term, in compliance with subcontracting limitations. For supplies and services, IEEs may subcontract up to 50% of work to non-IEE firms, while construction allows up to 75% for special trade contractors and 85% for general construction. Offerors must also identify key personnel assigned to the contract, if required by the Contracting Officer, or note if key personnel have been determined as not required. Additionally, offerors must provide written assurance before contract award and upon successful completion of the contract that the company is and will remain in compliance with all clause requirements. Failure to provide the required information in paragraphs (c) and (d) may result in the CO finding the offer non-responsive and rejecting it.
