About this file

This is a Determination & Findings (D&F) document for a single-source procurement authority justifying a sole-source acquisition for the Air Force.

The contracting activity AFDW/11 CONS is seeking to procure a Sennheiser Spectera wireless in-ear monitoring system valued at $99,032. The acquisition is justified under RFO 11.204(a)(2)(ii) (Brand Name) authority, citing that the particular brand name and product features are essential to Government requirements and that market research indicates no other professional audio manufacturers' comparable products meet the agency's minimum needs. The findings establish that the Sennheiser Spectera system utilizes proprietary DECT technology enabling up to 64 channels of wireless microphone or in-ear functionality within a 6 MHz band with bidirectional wireless mic/in-ear capability in a single transceiver—a capability not matched by any competing professional audio manufacturer. This capability is critical for the USAF Band to operate effectively in a spectrally dense environment. The Contracting Officer, Taylor, Britt, 1Lt, USAF, approved the determination on August 24, 2026, with authority delegated under DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders.
