Request for Quote Statement of Work
Introduction/Background The mission of the Weapons of Mass Destruction (WMD) Civil Support Team (CST) is to support local and state authorities in identifying hazardous materials, assessing current and projected consequences, advising on response measures, and assisting with requests for additional military support. In doing so, the CST maintains readiness for rapid deployment to assist Incident Commanders (IC) in determining the nature and extent of an attack or incident; providing expert technical advice on Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE) response operations; and identifying and supporting the arrival of follow-on state and federal military response assets. The contractor, with coordination from the 91st Weapons of Mass Destruction-Civil Support Team (WMD-CST), shall perform several tasks as defined in 4.0 below.
Objective The 91st WMD-CST is seeking a contractor to provide a scenario in an already established venue which will fully support a total of three full scale unit level exercises to test the unit’s capability to perform its mission essential tasks, as a Collective Training Lane, with contractor oversight and evaluation. Contractor support is necessary for the 91st WMD-CST for the purpose of enhancing the organization’s ability to support the Response Management Plan Region 5 and First Responders in WMD operations. Specific objectives include providing off-site support at to be determined locations in the Flagstaff, AZ and Williams, AZ areas for Chemical, Biological, and Pharmaceutical Based Agent threat training and practical application for unit Tactics, Techniques, and Procedures (TTPs) through the use of a multi-CST, multi-agency exercise. Multi-CST partners may include the 8th (CO), 64th (NM), and 85th (UT) WMD-CSTs. Multi-agency partners may include Federal Bureau of Investigation (FBI) WMD Coordinator, Flagstaff Fire Department, Arizona Department of Public Safety Hazardous Materials Response Unit making hot zone entries with CST personnel.
Scope of Work The scope will be to provide all services from 26 – 30 August 2024. The Statement of Work (SOW) represents exercise services to assist the 91st WMD-CST and coordinated agencies for the purpose of exercising required skill sets inherent to the CST program. The Contractor will design, manage, and source a multi-CST exercise to include participating in all planning meetings leading up to the training event.
All scenarios will provide the following: as near to real world as possible, training simulants, precursor chemicals, and sample material to provide “real world” results to Survey personnel conducting site reconnaissance, characterization, and field analysis; Scenario-based field exercise that include specified objectives related to CST mission; detailed evaluation on tactics, techniques, and procedures used while operating in a WMD contaminated environment.
Contractor must have the ability to secure training locations large enough for multiple CSTs to operate, provide Incident Command, develop training scenario for all three lanes, provide equipment for the training lanes (laboratory setup, intelligence driving the exercise, etc.). Provide subject matter experts in the CST fields of Communications, Analytical, Medical, Survey, and Operations to act as Observer/Controllers for the duration of the exercise.
It is preferred that the contractor have one employee with a FEMA Master Exercise Practitioner Certification on staff.
The contractor must have experience with and/or training in the following:

| • | Emergency Management Plans and Strategy |

| • | Pharmaceutical Based Agent components, manufacturing, and placement practices. |
| • | Use of Occupational Safety and Health Administration (OSHA) 29 CFR 1910.120 Personal Protective Equipment Level A/B ensembles. |
| • | On-Scene Incident Command |
| • | Exercise design in CBRN response |
The contractor must additionally be familiar and/or have experience with the following CST specific items:
| • | WMD-CST Chemical, Biological, Radiological and Nuclear (CBRN) response tactics, techniques, and procedures in both a professional laboratory setting and in a clandestine environment. |
| • | CST Survey Section fielded equipment usage, capabilities, and limitations. |
| • | CST Analytical Laboratory System (ALS) and medical response. |
| • | CST sample collection and evidence preservation. |
| • | Multi-CST integration and mission execution. |
| • | CST and Emergency Responder integration and mission execution. |
Period of Performance
Performance will be 26 – 30 August 2024. Training day operations for exercise participants expected to be conducted within the hours of 0600-2400.

b. Williams, AZ
Prices: The unit prices quoted shall remain FIRM for the entire order period.
Work Requirements:
The Contractor will be required to support a 3-day training event for up to 88 personnel with no more than 66 personnel evaluated, at separate training locations, at any given time. Three days consist of a full-scale exercise and the training day will not exceed 20 hours of operation. The exercise should present a variety of challenges to the CST. Specifically, the following objectives are identified:
| a) | Exercise Development: Contractor will research, develop, plan, and execute a WMD-CST, multi-CST exercise to include all planning meetings leading up to the exercise. |
| b) | Site Procurement: Contractor will assist in evaluation, selection, procurement, and setup of appropriate exercise locations with 91st CST Point of Contact (PoC). |
| c) | Exercise Material: Contractor will provide transport / shipping and setup of all applicable exercise materials, training aids, and CBRN / Pharmaceutical Based Agent simulants. |
| d) | Personnel: Contractor will provide Observers / Controllers (OCs) who have a knowledgebase outlined in paragraph 3.0. At the conclusion of the exercise, personnel will provide the CST and coordinated agencies with an exercise hot-wash, a written after-action review, and exercise walk-through. |
| e) | Lodging and Travel: Contractor will be responsible for providing their own transportation and lodging. |
| f) | Meals and Breaks: Contractor is prepared to exercise continuously through the operational period and will not pause the exercise for breaks or meals. The Contractor is responsible for their own meals. |
Deliverables:
In order to adequately support the stated tasks, the CST requests the following:
| a) | Exercise planner to develop a tough, realistic scenario that develops along a logical progression over the duration of the exercise. The exercise plan should allow for CSTs to conduct Relief In Place / Transfer of Authority operations between CSTs on each training lane. |
| b) | The setup of three individual lanes; one lane Chemical, one lane Biological, and one lane Pharmaceutical Based Agent, large enough to support three full Civil Support Teams (CST) and the conduct of Relief in Place / Transfer of Authority operations between CSTs. |
| c) | Lead Exercise Controller / Safety Officer, with an adequate number of exercise Controllers and support staff to facilitate up to three operational locations during each collective exercise day (Day 2, Day 3, and Day 4). |
| d) | Illicit chemical agent, biological agent, and pharmaceutical based agent laboratory setups including complex processes and suspicious packages. |
| e) | Precursor chemicals for ALS analysis; Representative sample materials will be front loaded to the Analytical Laboratory for field confirmatory analysis on days of scenario training. |
| f) | Discoverable intelligence products consistent with scenario, to include encrypted laptops with necessary intelligence for the Communications sections to utilize their Ethical Hacker certifications to retrieve actionable scenario intelligence from the encrypted laptops. |
| g) | Provide an opportunity for Logistics personnel to request a notional 72-hour push package of resupply from the COMSUPCEN. |
| h) | Conduct exercise hot-wash, after action review, and exercise walk-through. |
| i) | After action review will be written and consist of four sections: What was supposed to happen? What happened? What was right or wrong with what happened?; and What can be done differently next time? |
| j) | Submit close-out written assessment on provided Training and Evaluation Outlines at the end of the period of performance. |
