USPFO AZ | Submission Instructions The following document is prepared for Solicitation: W912l224R0003

(1) ELIGIBILITY FOR AWARD:

A. Offerors must have a current registration in the System for Award Management (SAM) at https://www.sam.gov as of the date of award determination to be eligible for award. Offeror must maintain a current registration in SAM for the entire duration of the contract in order to facilitate disbursement of payments. Offeror shall ensure all representations and certifications are current in SAM as a condition of award.

(2) SOCIO-ECENOMIC SET-ASIDE:

A. Any agreements established as a result of this solicitation will be made using a cascading set-aside order of precedence as follows:

B. In accordance with FAR Subpart 19.502-2 Total Small Business Set-Aside Procedures, any awards under this solicitation will be made on a competitive basis first to small business concerns in accordance with FAR 19.502-2.

C. If there are no acceptable offers from small business concerns for a specific locality, the set-aside shall be withdrawn and the requirement, if still valid, will be made on the basis of full and open competition considering all offers submitted by responsible business concerns.

(3) EVALUATION:

A. Contract will be established on the basis of Price and Technical Acceptability. A contract will be established with the contractor(s) who offer the lowest rate pricing. Rates shall not exceed maximum allowable locality rates set forth by GSA. The Contractor’s offer shall demonstrate through their offer that they will meet or exceed the technical requirements stated within the Performance Work Statement.

B. Issuance of subsequent will be made on the basis of established rates from a contractor found to be most advantageous to the Government.

(4) PRICING SUBMISSION:

A. Narratives are not required for this solicitation. Please fill in the following chart to allow for side by side comparison of offers. Please be sure to include maximum discounts as part of pricing below, along with foreseen variations in pricing.

B. Prices submitted will be used for evaluation in determining eligibility for receipt of possible contract. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to provide services and supplies as outlined in this solicitation and supporting documents.

C. Question Submission: Interested offerors may submit any questions concerning the solicitation prior to 1700 MST 8 May 2024. Questions must be submitted by email to janet.f.labell.civ@army.mil with CST FTX in the subject line. Questions not received within the time or format specified will not be considered. No telephonic requests will be entertained. All responses to questions will be correlated and sent to all interested parties. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote.

D. Quotes are due: Submit via email to the Contracting Office: janet.f.labell.civ@army.mil with CST FTX in the SUBJECT line by 1700 MST 14 May 2024. NO EXCEPTIONS. Unique Entity ID and Cage code are required with quote submission.
