About this file

This document is a qualification standards reference establishing minimum requirements for construction inspectors on Bureau of Indian Affairs projects within the Great Plains Region. The standards ensure that qualified professionals inspect BIA-funded construction projects ranging from schools, detention facilities, offices, dormitories, and houses, thereby promoting prudent management of public funds and benefiting tribes, communities, and the government.

Applicants must meet experience requirements of at least five years of employment with an architecture or engineering firm, a public agency (Federal, State, Tribal, or local), or a combination thereof, where primary duties involved planning, design, and construction of buildings. Educational credentials and professional certifications can substitute for experience: an associate degree in construction-related fields can substitute for two years of experience; a four-year degree in construction management, engineering, or architecture can substitute for three years of experience; and building construction or inspection certifications relevant to the specific project trades are evaluated on a case-by-case basis for substitution. Applicants must submit supporting documentation certifying experience, licensure, educational credentials, and relevant certifications to demonstrate compliance with these qualification standards.
