About this file
This Single Source Justification (Simplified Acquisition) document details a procurement by the Department of the Air Force's Air Education and Training Command for 26 Microsoft Surface Pro 10 Tablets and associated accessories for the Civilian Leadership Development School (CLOS). The requirement includes tablets, Kensington Blackbelt tablet cases with CAC readers, Microsoft Surface Pro keyboards with stylus, and Surface Docks, with a total estimated value using 3400 Air Force Funds. The procurement is justified by the need for compatibility with existing Air Force Global College (AFGC) systems, with Microsoft Surface Pro devices having been the organization's standard platform since 2019.
The document outlines competitive sourcing efforts conducted on September 9, 2025, across three platforms (2GIT, GSA MAS, and SAM.gov), where vendors were invited to propose either the exact Microsoft Surface Pro items or "or equal" products meeting specific interoperability criteria. No vendors successfully proposed alternative products that met the required performance and compatibility standards. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The document also includes a commitment to reevaluate the Microsoft-branded device requirement during future refresh cycles to ensure continued operational necessity and cost-effectiveness.

Section C: Justification for Soliciting from a Single Source or Brand Name
The Civilian Leadership Development School (CLOS), now operating under the Air Force Global College (AFGC), requires Microsoft Surface Pro tablets to ensure compatibility and interoperability with AFGC's existing systems and infrastructure. AFGC determined prior to 2019, beginning with the Surface Pro 4, that the Microsoft Surface Pro best met their operational needs and has used it as the backbone platform of their operations ever since.
AFGC has fully integrated Surface Pro devices into their instructional and administrative workflows. The peripheral equipment used with the Surface Pro, including power supplies, docking stations, and CaC-enabled cases, is proprietary and only compatible with this specific device. Using the same hardware platform between CLOS and AFGC simplifies integration and supports shared inventory, training, and support.
CLOS is actively integrating with AFGC to deliver a Civilian Associates Degree Program and congressionally directed supervisory and management training for Department of the Air Force civilian employees. This includes courseware development, Learning Management System (LMS) integration, classroom and online instruction, and student lifecycle management. The Surface Pro's portability and performance enable faculty and staff to travel to Arizona State University (ASU) and other locations to present at conferences and deliver curriculum. The Surface Pro best supports essential platforms such as Microsoft Teams, M365, and video conferencing tools.
Section D: Efforts to Obtain Competition
On September 9, 2025, 42 CONS posted a sources sought notice to three platforms: to 2GIT under RFI #1781671, to GSA MAS 33411 under RFI #1781645, and to SAM.gov under NAICS 334111 with Notice ID F2XHC65232AW02. The source sought notice allowed vendors to propose either the exact Microsoft Surface Pro items listed or "or equal" products. To ensure compatibility with the operational standards of the CLOS and the AFGC, vendors proposing alternate brands were asked to confirm whether their products met specific interoperability and performance criteria. These included full integration with Microsoft-based infrastructure and software platforms, support for Windows OS and compatibility with enterprise management tools used by CLOS, native CAC authentication without middleware or third-party conversion tools, full accessory compatibility including keyboard, dock, and stylus, and assurance that proposed items would not reduce or limit current system capabilities. No vendor proposed a compliant alternate product.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Microsoft Surface Pro tablets currently in use have a limited operational lifespan. When a future refresh or replacement is required, CLDS and AFGC will conduct a new evaluation to determine whether continued use of Microsoft-branded devices remains necessary. This assessment will include a review of available alternatives to determine if other brands can meet the interoperability, performance, and compatibility requirements without introducing operational risk or additional cost.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
