CHARTER BUS - BLANKET PURCHASE AGREEMENT (BPA) PERFORMANCE WORK STATEMENT
(PWS)
Introduction:
This Performance Work Statement (PWS) outlines the requirements for charter bus services to support the transportation needs of various squadrons at Minot Air Force Base (AFB). The purpose of this Blanket Purchase Agreement (BPA) is to establish a contract vehicle that provides a streamlined and e icient process for procuring charter bus services on an as-needed basis.
Scope of Work:
The Contractor shall provide charter bus services to transport personnel, equipment, and/or cargo for any squadron at Minot AFB. The services shall be provided on an as-needed basis, and the Contractor shall be responsible for ensuring that all buses are properly licensed, insured, and maintained to meet the safety and operational requirements of the Air Force.
Specific Requirements:
1. Transportation Services: The Contractor shall provide safe and reliable transportation services for squadron personnel, equipment, and/or cargo. This may include, but is not limited to, transportation to and from airports, training sites, and other destinations as required.
2. Bus Types and Capacities: The Contractor may provide buses with varying capacities to accommodate di erent group sizes, as specified in the Price List.
3. Civilian Contractor Drivers: The Contractor shall provide civilian contractor drivers to operate the charter buses. Military personnel will not be authorized to drive the charter buses. The Contractor shall ensure that all drivers are:
o Properly licensed and certified to operate the buses o Able to pass a background check to gain base access o Familiar with the base's roads, gates, and security procedures o Able to provide a safe and courteous transportation experience for passengers
4. Scheduling and Coordination: The Contractor shall work with Contracting O ice to schedule and coordinate transportation services. The Contractor shall be flexible and able to accommodate changing schedules and requirements.
5. Safety and Security: The Contractor shall ensure that all buses are properly maintained, and that drivers are qualified, licensed, and trained to operate the vehicles. The Contractor shall also comply with all applicable safety and security regulations, including but not limited to:
o Air Force Instruction (AFI) 24-301, Vehicle Operations o Department of Defense (DoD) Regulation 4500.9-R, Transportation and Tra ic Management
6. Insurance and Liability: The Contractor shall maintain insurance coverage that meets or exceeds the minimum requirements specified in the Federal Acquisition Regulation (FAR) 28.307-2.
7. Quality Control: The Contractor shall implement a quality control program to ensure that all services are provided in accordance with this PWS. The program shall include, but is not limited to:
o Regular vehicle maintenance and inspection o Driver training and evaluation o Customer satisfaction surveys and feedback mechanisms
Deliverables:
The Contractor shall provide the following deliverables:
1. Monthly Reports: The Contractor shall submit monthly reports detailing the transportation services provided, including the number of passengers, miles driven, and any issues or incidents.
2. Safety Records: The Contractor shall maintain and provide safety records, including accident reports and driver training records.
Period of Performance:
The period of performance for this BPA shall outlined by the specific need of each BPA call. The specifics of each BPA call will be coordinated via the Contractor and the Contracting O icer.
Place of Performance:
The place of performance for this BPA shall be Minot AFB, North Dakota, and specified areas as required.
Security Requirements:
The Contractor shall ensure that all drivers and personnel have the necessary security clearances and access to enter Minot AFB. The Contractor shall also comply with all applicable security regulations, including but not limited to:
Air Force Instruction (AFI) 31-118, Security Awareness
Department of Defense (DoD) Regulation 5200.2-R, Personnel Security Program Regulation
