About this file

This Justification Review Document is for a single-source procurement by the National Guard Bureau for Ubiquiti networking equipment. The requirement is for the 119th Communications Squadron, which needs networking devices to enable commercial network access base-wide. Specific line items include 25 Ubiquiti Pro 24 PoE switches, 100 U7-Pro WiFi access points, 4 Hi-Capacity Aggregation switches, 3 10Gbps Bidirectional Single-Mode Optical Modules, and 1 Dream Machine Pro Max.

The procurement will be conducted as an open market, small business set-aside opportunity on SAM.gov, after previous attempts on GSA eBuy were unsuccessful due to pricing and funding constraints. Market research confirmed multiple small businesses can supply the brand-name Ubiquiti equipment. The justification emphasizes the need for a single-source procurement due to existing infrastructure compatibility, with the government noting they will evaluate more open competition strategies in future acquisitions. The contract will be a firm fixed-price type, with funding from O&M, Air sources, and is classified under the CUI//SP-SSEL category with FEDCON limited dissemination control.

SEPTEMBER 8, 2025 CUI//SP-SSEL 3 of 4

CUI//SP-SSEL

6a. AUTHORITY CITED 41 USC 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

b. Reason for Authority Cited ⋯

This is a brand name justification that the Ubiquiti Dream Machine Pro Max with associated equipment is the only networking equipment that will satisfy 119th CF requirements.

7. POSTING REQUIREMENTS

Include MFR with solicitation (FAR 13.106-1(b)(3)).

8. CONTRACTING REQUIREMENTS

a. Efforts to Obtain Competition ⋯ To promote competition, the requirement was previously posted on GSA eBuy under two separate RFQs, both restricted to small businesses. Each posting received over 20 vendor responses, demonstrating a strong level of market interest in fulfilling the requirement.

However, the majority of responses were based on open market pricing rather than GSA schedule pricing, which limited the Government’s ability to make an award under the Federal Supply Schedule. Additionally, at the time of the GSA postings, available funding was not sufficient to support award.

Following a recent reassessment of available resources, the Government is now proceeding with resoliciting the requirement via SAM.gov as an open market procurement, based on a more refined understanding of the likely funding availability.

While this requirement remains brand name only (Ubiquiti), the strong response under the prior GSA RFQs indicates that multiple small businesses are capable of supplying the exact required brand-name items. Posting to SAM.gov will support maximum competition among responsible small business offerors under open market terms.

b. Actions to Increase Competition ⋯

The requirement was previously posted on GSA eBuy twice, and is now being resolicited on SAM.gov as an open market opportunity, which allows for broader visibility and participation from small businesses not limited to GSA schedule holders. Multiple small businesses have demonstrated capability to provide the brand name items, and the open market approach will support wider competition under a small business set-aside.

Given the Government’s existing infrastructure, compatibility, and management platform dependencies on Ubiquiti products, the brand name requirement remains necessary. However, the Contracting Office will work with base stakeholders to evaluate future needs early in the planning process to determine whether open architecture solutions or “brand name or equal” approaches may be viable alternatives in future acquisitions, where technically acceptable.

c. Market Research ⋯ Market research was conducted to identify small business sources capable of supplying the required Ubiquiti brand name WiFi equipment. While IT equipment is typically procured via GSA’s 2GIT contract, a search on GSA Advantage revealed that the required Ubiquiti products are not offered by 2GIT Schedule Holders. As a result, the 119th WG Contracting Office issued two separate Requests for Quotation (RFQs) on GSA eBuy, both set aside for small businesses. Each RFQ received over 20 vendor responses, demonstrating significant interest from small businesses. However, the majority of responses were based on open market pricing, which made award under the Federal Supply Schedule infeasible.

An internet search and vendor outreach also confirmed that Ubiquiti brand products are widely available through small business resellers on the open market. Based on this information, the Government determined that resoliciting on SAM.gov for open market pricing is the most appropriate path forward. This approach is expected to generate robust competition among small businesses, while still fulfilling the technical requirement for brand name Ubiquiti equipment.

d. Interested Sources ⋯

Include a listing of the sources that have written to express interest in the acquisition. If applicable, clearly state:

“To date, no other sources have written to express an interest.” Also, state that the notices required by FAR 5.201 shall be or have been published, and that any bids or proposals received shall be considered. If a notice is not posted, state which exception in FAR 5.202 applies.

Multiple small businesses are capable of supplying the required Ubiquiti brand name equipment. Over 20 vendors responded to each of the two small business set-aside RFQs previously posted on GSA eBuy. Additional market research confirmed broad commercial availability through authorized small business resellers. The upcoming SAM.gov posting is expected to result in strong small business participation.

e. Other Facts ⋯

None
