About this file

This document is a Single Source/Brand Name Justification Form for Starlink WIFI service procurement by the 782 TRG/368 TRS detachment at Fort Leonard Wood, MO. The solicitation (FA302025Q0018) seeks Wi-Fi satellite internet services from Starlink, with a total small business set-aside under NAICS code 517111. The requirement includes Starlink WIFI subscription and expansion for multiple buildings, covering service, delivery, hardware, and installation. The solicitation will close at 10:00 AM CST on 17 March 2025, with questions due by 10:00 AM CST on 13 March 2025.

The procurement justifies Starlink as the sole viable solution due to its ability to provide high-speed, low-latency internet in remote locations where traditional providers cannot meet mission-critical connectivity needs. The government will award a single Firm Fixed Price (FFP) contract, with funds not currently available. The detachment previously used Starlink under a one-year contract (FA302024P0040) and determined that renewing and expanding Starlink service is the most cost-effective and operationally efficient option to support training, communication, and administrative operations. The solicitation is issued by the Department of the Air Force Air Education and Training Command.

SINGLE SOURCE /BRAND NAME JUSTIFICATION FORM

(SIMPLIFIED ACQUISITIONS UNDER $ 50,000)

PLEASE READ THE FOLLOWING INFORMATION CAREFULLY AS

MISUSE OF THIS FORM MAY RESULT IN SUSBTANTIAL DELAYS IN

THE PROCUREMENT PROCESS:

The Government is required to ensure that the procurement of goods and services is adequately competitive. In the event that a certain good or service is only available from a certain source, or that a specific brand of a product is required, adequate justification must be provided. This form must be completed in its entirety and all answers filled out as completely as possible. If clarification is needed, consult FAR 13.106-1(b)(1) and related subparts. Please select the appropriate justification by placing an X in the appropriate box below.

OR

For the following questions, please provide all information available, as specifically as possible.

This purchase requires a Single Source Justification. The good or service requested can only be procured through one specific entity because of its manufacture or other specifications. By checking this box, the requester asserts that adequate market research has been performed to reach this determination.

This purchase requires a Brand Name Justification. Due to pre-existing equipment or technical specifications, a specific brand of the given good or service is required to satisfy the need. By checking this box, the requester asserts that adequate market research has been performed to reach this determination.

1. What is the good or service required? (Please provide all model numbers and other identifiers as they are available.)

The Government requires brand name Starlink WIFI service for 782TRG/368 TRS detachment at Fort Leonard Wood, MO.

- Continued Starlink WIFI Subscription for Buildings 12400, B12423, & B5254 -Service Only (No hardware needed).

- Starlink WIFI Expansion for Buildings 663, 881, 5253, 5259, 12401, & 12409-Service, delivery, hardware, and installation.

2. What market research was conducted to come to the conclusion that a Single Source/Brand Name justification is necessary?

The 782 TRG/368 TRS detachment tried different methods (satellite and cell service) to provide fast, reliable internet services at its remote training locations on Fort Leonard Wood. The unit operates under a previously awarded contract (FA302024P0040), providing a one-year subscription (FY24) for Starlink service and hardware installation. As part of market research, it was confirmed that the existing Starlink hardware is government-owned and can be utilized by any authorized service provider capable of delivering Starlink service (B12400, B12423, & B5254).

This research determined that renewing the current Starlink service is the most cost-effective and operationally efficient solution, as it eliminates the need for additional hardware. Furthermore, Starlink offers rapid deployment with minimal infrastructure requirements, unlike traditional wired networks (that would cost the AF thousands of dollars to install), making it the most practical choice for sustaining mission readiness and evolving operational needs.

3. Are there any substitutes or equivalent items that could meet mission requirements? If no, please explain.

No. Market research confirms that while multiple distributors can provide internet service (and Starlink services), no proper substitutes or equivalent systems meet the mission requirements. Starlink can deliver high-speed,low-latency internet in remote and rural areas like Fort Leonard Wood, where traditional providers (satellite and cell service) struggle to offer reliable service. Given the availability of multiple authorized distributors, full and adequate competition is expected for the procurement of Starlink services.

4. What is the specific reason for this Single Source/Brand Name Justification? Please include all applicable technical orders, executive orders, Air Force regulations, and any other documentation.

Starlink is the only Brand Name available for internet service that meets the detachment's mission-critical requirements for high-speed, low-latency connectivity in remote locations like Fort Leonard Wood. Its capability to provide consistent and reliable internet access supports essential communication, data transfer, and operational functions required for training and administrative operations. The detachment depends on stable internet for instructional content delivery, virtual training modules, secure communications, and safety, making Starlink an indispensable mission-ready asset. The unit tried other means (satellite and cell service providers) to provide this capability, but Starlink can only address its needs.

Additionally, renewing the existing Starlink service (B12400, B12423, & B5254) eliminates the need for new hardware procurement, optimizing budget efficiency while ensuring continuity of service.

5. FAR 6.302 et seq. identifies the following circumstances which permit other than full and open competition. Please select the option most applicable and then explain.

There is only one responsible source and no other supplies or services will satisfy agency requirements (FAR 6.302-1).

There is an unusual and compelling urgency such that injury to the agency may result (FAR 6.302-2).

A particular source is necessary for Engineering, Developmental, or Research Capability purposes (FAR 6.302-3).

A particular source is mandated by International Agreement (FAR 6.302-4).

A particular source is authorized or required by Statute (FAR 6.302-5).

A particular source is mandated by National Security concerns (FAR 6.302-6).

A particular source is mandated by Public Interest (FAR 6.302-7).

Other

Explain:

6. Please provide any additional information that may be helpful in purchasing this good or service.

Market research has verified that multiple vendors are capable of supplying the Brand Name requirement of Starlink's service. Renewing and expanding Starlink internet service is essential to sustaining mission effectiveness, training capabilities, operational readiness, and safety for the 782 TRG/368 TRS detachment at Fort Leonard Wood. Approving this request will ensure continued high-speed internet access, supporting both existing and future connectivity needs. Thus, full and adequate competition is expected.
