SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

NMAN2120 – 21- 00643

1. Agency and contracting activity.

Department of Commerce (DOC), National Oceanic and Atmospheric Administration

(NOAA)Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and Office of Marine and Aviation Operations (OMAO).

2. Description of supplies or services required to meet agency needs (including the estimated value).

This is a brand name justification for a new requirement. OMAO has a requirement for replacement engines and all accessory parts required to repower three (3) of NOAA Ship Rainier’s six (6) Hydrographic Survey Launches (HSL). This procurement provides for the replacement of the existing Cummins QSC8.3-500 HX 24VDC ‘Bobtail’ engines on NOAA Ship Rainier HSL 2801, 2802 and 2803. These critical vessels support the NOAA Ship Rainier’s mission to map the ocean to aid maritime commerce, improve coastal resilience, and understand the marine environment. It is planned to solicit a firm-fixed-price purchase order under a total small business set-aside. The independent Government estimate is

The delivery date shall be no later than 1 October 2021.

3. Identification of the brand to be solicited:

Cummins Engine QSC8.3-500 HX 24VDC for Marine.

4. Authority and supporting rationale. Only one brand name is reasonably available as detailed below:

II' Brand Name – The NOAA Ship Rainier has a total of 6 HSLs, all of which are powered by Cummins engines. This requirement provides for the replacement engines for three (3) of those survey vessels. The Original Equipment Manufacturer (OEM) part is the only acceptable engine which matches the design and performance requirements of the existing boat systems to maintain the required re-powerment. The engine is a major element of the boat propulsion, and an absolute fit is imperative. Although other engines of a similar nature may exist, it is in the interest of the Government to maintain continuity of parts across all of the survey launches to support maintenance and operational readiness.

5. Market Research.

Cummins is the only manufacturer of replacement for the current engines. No other manufacturer can provide the product required to fulfil this requirement. Market research was performed to locate Cummins authorized dealers. Based upon the results of market research, there are ample small business concerns which can fulfill the requirement and therefore a reasonable expectation of competition. Although competing as a Brand Name, the Contracting Officer is confident that competition is not unfairly restricted.
