About this file

This document is a Brand Name Requirement Justification for the 82d Civil Engineer Squadron (CES) Firefighting Multi Mission Gear procurement. The requirement is for 34 sets of PGI Fireline Multi Mission Field Coats and Pants in Tan color with Lime/Yellow/Silver Triple Trim, meeting NFPA 1951 and 1977 standards for technical rescue and wildland firefighting. The specific gear includes features like 3D expandable pockets, multiple radio microphone clip locations, removable Squish knee and elbow pads, Pioneer Reinforcement Fabric, and high-visibility trim. The contracting officer determined that only this specific brand name (PGI) is reasonably available after reviewing other vendors and finding their products lacking key functional requirements for the Sheppard Air Force Base (SAFB) Fire Department's needs.

The Multi Mission Gear must include all items detailed in paragraph 5 below. The PGI Multi Mission Gear must meet all NFPA 1951 Utility Standard on Technical Rescue, and NFPA 1977 Standards on Protective Clothing and Equipment for Wildland Fire Fighting.

2. JUSTIFICATION FOR SOLICITING A BRAND NAME

While a few business models were similar, they lacked the key aspects of the Multi Mission Gear required for SAFB FD. This included the availability of 3D expandable pockets, multiple radio microphone clip locations, 4 pockets on the multi mission coat vs. most other vendors providing 3 pockets mostly sewn down not allowing for efficient equipment storage, Removable Squish knee and elbow pads vs. sewn in reinforced Kevlar padding on other vendors that does not allow for removing to clean or replace, and Pioneer Reinforcement Fabric (durability and longevity) vs. Standard Kevlar coating that deteriorates faster with use.

3. EFFORTS TO OBTAIN COMPETITION

The 82d CES Fire Protection flight has been utilizing the AFNET provided computers to conduct reviews and found 3 other business model products. All other companies did not meet requirements in regard to availability and number of 3D expandable pockets on both the pants and coat, multiple radio microphone clip locations on the coat, Removable Squish knee and elbow pads for repair and replacement of damaged materials, and Pioneer Reinforcement Fabric that was more durable creating a longer lasting set of gear for Rescue and EMS responses.

4. STEPS TO PRECLUDE FUTURE BRAND NAME AWARDS

The salient characteristics offers a more efficient ability to carry and store tools and equipment on the responder without having to transit back and forth to an apparatus continuously throughout an emergency.

Also, the salient characteristics allow for the positioning of the microphone for the radios to be hooked on to either the right or left chest area avoiding microphone cord entanglement of the responder and debris on a fire scene
