About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Simplified Acquisition Procedures. The U.S. Coast Guard intends to purchase 4 Stryten Energy Absolyte GP 3-100G17 Battery Kits (NSN: 6140-01-627-6177) for the Rescue 21 Alaska Area of Operation, specifically for the Remote Fixed Facility MT. Robert Barron. The procurement is a brand name-only requirement due to system configuration and integration constraints, with extensive market research supporting the selection of these specific battery kits. Changing to a different brand would cause significant integration issues, potentially requiring $800k in additional hardware procurement, installation, and training costs.
The solicitation is a Small Business set-aside with a total small business NAICS code of 334220, with a size standard of 1,250 employees. The procurement is Firm Fixed Price, with responses due by Friday, May 23, 2025, at 12:00 PM EST. Award will be made to the lowest-price technically acceptable quote, with a 13-week delivery period to the consignee in Anchorage, Alaska. The contract specialist is Megan L. Maday, and the contracting officer is Brian J. Eichelberger, both from the U.S. Coast Guard.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
The USCG intends to purchase the following:
QTY: 4/EA Stryten Energy Absolyte GP 3-100G17 Battery Kits, NSN: 6140-01-627-6177, Part Number: 100G17
The Coast Guard currently has over ninety (90) 12 Cell Battery banks installed throughout the Rescue 21 Alaska Area of Operation (AOR). These Battery banks provide secondary backup power to critical Rescue 21 communications equipment.
The Stryten Energy Absolyte GP 3-100G17 Battery Kits will be utilized for current casualty support for Remote Fixed Facility (RFF) MT. Robert Barron in Alaska.
Sustainment of the fielded system requires the same brand name hardware components to maintain a standard system configuration. Failure to maintain a standard system configuration would cause severe risk to the operational availability of R21 Alaska. Using other than the current brand name hardware components would also result in loss of control of the R21 Alaska system configuration causing failure to maintain a stable development and testing baseline for the system and making the system unsustainable. To maintain configuration control throughout the system, the new hardware components would have to be tested, back-fit throughout the currently fielded system, and the contractor that provides preventive and corrective maintenance would have to be trained on the new hardware. It is estimated that additional system development and deployment of a new hardware baseline would cost $800k of additional funding for hardware procurement, installation costs and travel.
This brand name specific acquisition is being conducted in accordance with Federal Acquisition Regulation (FAR) 13.106- 1(B)(1)(i). The R21 Alaska system consists of specialized equipment with specific hardware. If the brand name hardware were not used, it would result in substantial duplication of cost of the Government that is not expected to be recovered through competition.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
Extensive testing and market research was conducted during the initial system development cycle to determine the most cost-effective commercial products available at that time and were the basis for the current design specifications. The Stryten Energy Absolyte GP 3-100G17 Battery Kits are the same brand batteries that USCG has at every site, changing to a different brand could cause a significant amount of work if they are not the same size, shape, or connections. There are racks/cases that these batteries slide into on the site, and if they are different that would cause integration issues that would result in negative impacts to operations of the USCG and supporting equipment. Only brand name Stryten Energy Absolyte GP 3- 100G17 Battery Kits can meet the Government s requirement.
