About this file

This document is a Sole Source (Including Brand Name) Justification for the Trusted Thin Clients (TTC) Server Upgrade federal contract opportunity under Simplified Procedures for Certain Commercial Items. The justification explains why a single brand name product (TTC software) is required for this requirement, and describes the market research conducted to identify potential small business vendors capable of providing the brand name software and related services. The contract opportunity, Solicitation Number FA480324QB097, is for the installation, training, and assessment and authorization (A&A) services for eighteen (18) TTC servers across two locations. The Department of the Air Force Air Combat Command (ACC) is the procuring agency. The market research identified multiple small businesses capable of meeting the government's requirements, and there is a reasonable expectation of receiving more than one small business quote in response to the solicitation. The contracting officer has determined the anticipated cost will be fair and reasonable based on the competitive quotes received.

Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items

FOR OFFICIAL USE ONLY

18 Jun 2019 FOR OFFICIAL USE ONLY Page 3 of 4 cannot be provided via the Ability One program or FPI UNICOR, by searching GSA eBuy under category 54151, “Software Maintenance Services”. This revealed 585 Small Businesses capable of meeting the needs for this requirement.

After 20 CONS received the sole source letter from 609 ACOMS, a sources sought was posted to both GSA eBuy and SAM.gov from 1 August 2024 to 8 August 2024 which revealed small businesses capable of meeting the government's specific salient characteristics. The small businesses came forward and stated they are capable of providing the software upgrade and plan to provide a quote once the solicitation is posted. These companies were checked a second time on SAM.gov to verify that they are small business certified. Of these small businesses, 2 of them have active GSA contracts. Furthermore of the quotes provided in the NRP, was a small business. There is a reasonable expectation that more than one small business quote will be received in response to this solicitation.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

In order to establish a fair and reasonable anticipated cost for our project, we will be utilizing a competitive approach.

This approach involves reaching out and informing all vendors to responded to the sources sought once the solicitation is posted, which will serve as a solid basis for comparison and evaluation. By leveraging the power of competitive quotations, we can effectively assess the price reasonableness of our project in accordance with the guidelines set forth by FAR 13.106-3(a)1. This strategic approach ensures that we are making informed and responsible decisions when it comes to the financial aspects of our project.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Upon receiving the sole source letter for TTC software, 20 CONS looked up Everfox in SAM.gov. The company could not be located so 20 CONS reached out to the company to inquire about their SAM.gov registration. Mr. Zack Raines, Everfox's Senior Contracts Manager, stated that the company recently purchased ForcePoint and is in the process of changing their SAM.gov information, but they are doing business with the Government as ForcePoint until their registration is updated.

Furthermore, 20 CONS asked Mr. Raines about authorized distributors of their TTC software and two (2) vendors were given. One (1) of these vendors is a large business and the other vendor could not be located in SAM.gov. As stated in section VI of this document one (1) of the two (2) quotes that were provided by the customer was from a small buisness which led 20 CONS to conduct the sources soughts that were posted on GSA Advantage and SAM.gov.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

In 2020, Shaw AFCENT chose to build up it's SIPR infrastructure to recover needed work space, decrease power consumption, and modernize their computing environment and network infrastructure. AFCENT’s goal was to replace 95% of all desktop computers with thin clients. Users can now view multiple networks, even at different classification levels, from a single monitor. There are multiple Distribution Consoles on the back end to support users, load balancing, and failover. The Trusted Thin Client deployment began by providing network separation for four classified networks and is now providing secure access to six different networks. Over 120 Command and Control (C2) applications are supported with this implementation. While the software that was purchased is manufactured by only one brand, many vendors are capable of providing the brand name requirement, still allowing for a significant level of competition for future requirements.
