About this file

This document includes a justification and approval for a sole source contract and the corresponding solicitation. The justification cites a brand name requirement for 19 Sparta force plates and annual software subscriptions for 750 users to be purchased by the 24th Special Operations Wing at Hurlburt Field, Florida. Key capabilities of the Sparta plates and software that must be met include predictive analytics to minimize injury risk, integration with existing databases, mobile compatibility, and automated reporting of performance and readiness metrics. Quotes for the Sparta plates and software are due by September 25, 2020. Award will be made to the responsible offeror providing a technically acceptable quote with the lowest price.

4. Reason for Authority Cited:

The 24 SOW requires the purchase of Sparta Plates/Software under a Brand Name Justification. The 24 SOW must report injury, injury incidence, injury trends, readiness and other performance related metrics to SOCOM for the HP Program that multiple SME lanes must report on. Sparta is the only system that allows us to do that within one piece of tech. Furthermore, Sparta automatically drives individualized plans, based on these tests, to reduce injury risk and improve performance; the system is currently being utilized within the AFSPECWAR community which is vital to the continuity of data with operational units and human performance evaluations across the force as well required MOE/MOP reporting metrics to SOCOM. Sparta's technology also provides the following critical key government requirements that cannot be otherwise satisfied in the commercial market:

1) Sparta’s assessments produce raw data, but unlike force plate vendors, Sparta’s Machine Learning and assessments provides the data

Page 2 of 3V1.3, 4 Dec 18 within the context of Sparta’s proprietary human performance database; the database contains over 2 million assessments and over 8,000 aggregated injury incidences over 8 years with a specific SOF population making results more accurate to our members because they are being compared to their peers. These human performance norms and Force Plate Machine Learning enable:

a) Indication of deviations from the norm;

b) Identification of weakness and injury risk; and

c) Prediction, and thereby prescription to avoid injuries based on relational imbalance and historical trends from scans.

2) The software utilizes historical data points to identify an individual’s movement signature to determine performance, training requirements, fatigue and injury risk. These metrics change over time so a reference point (movement signature) allows for accurate predictive analysis based on individuals previous scans and injury reports.

3) The system deconstructs the amortization phase (LOAD) of movement which is similar to a plyometric movement. This data is then correlated to the numerical representation of eccentric and concentric rate of force development.

4) The data and readings correlate to the numerical representation of eccentric and concentric rates of force development (Explode Drive), and average of concentric impulse.

5) The software provides a predictive ability to identify weakness and/or muscle imbalances and provide recommended physical programming activities to correct identified deficiencies(Plank, Lower Body Sway) .

6) Software is mobile device compatible and allow users to export and view recommended prescriptive exercises/programs to include videos. This allows for the human performance/medical staff to tailor training to the individual, minimizing their risk to injury and one system of objective testing to be used over time and location.

7) The system and software is able to generate analysis and prescriptive exercise recommendations of an individual’s performance via machine learning without the need for the test administrator to contact an external subject matter expert.

8)The normative scores from the database are automatically built into the Sparta Science system for each location and DOES NOT require operator intervention, which allows for use off station or in the absence of a SME.

9) Sparta's products direct API into SMARTABASE (The 24 SOW and SOCOM program of record aggregate database tracking system). The API prevents the needs for countless man hours of data crunching in SMARTABASE and give live tracking of the unit metrics. In addition the SPARTA scoring system and software displays the aggregated raw data without the need for hours of data filtering by staff.

10) Sparta's products are compatible/able to be used on the AF Network (AFNET). All software that is used on AF computers must gain approval prior to their use. This process can take months before gaining approval and would significantly decrease our ability to present physical readiness to command through Smartabase.

Market research conducted by the 24 SOW identified that Sparta's products are the only existing items/software that can meet all of the listed requirements above. The products are already interfaced into existing 24 SOW/SOCOM databases which allow for 24 SOW medical/ human performance teams to actively track personnel history and current performance metrics, while minimizing their risk to force. The requirement will be competed between all Small Business vendors who are either the manufacturer or a distributor for these products/ software.
