MEMORANDUM FOR 82 CONS
FROM: 88 FTS
SUBJECT: Brand Name Requirements Justification Dyna Touch Monitor
1. Description of the Supplies/Services: The DynaTouch 55” wall-mounted touchscreen monitor model TIPS-F4 supplies interactive interfacing for secure access control, personnel management, and information displays for command sections and administrative offices. This DynaTouch model supports VESA mounting, allowing standard wall attachment with basic tools, and includes plug-and-play connectivity options (HDMI, USB).
2. Efforts to Obtain Competition: Research revealed several alternative solutions, but none matched DynaTouch’s specialized capabilities. A television with an integrated CPU, like a 55-inch smart TV, was additionally considered. It offered a network-connected display for approximately 1,500.00 .00. However, this option lacks the robust touch functionality and durability required for continuous operational use within the Squadron. It would require additional hardware for interactivity, potentially increasing costs and complexity for new users and Command teams. Another unit, a less than 55-inch touchscreen from a lesser-known vendor, was also evaluated but the unit failed to perform reliably in a high-traffic environment.
These users reported issues of touch screen lag, update unreliability, and hardware failure within months and they have introduced no alternative solutions since the unit failed. Current information distribution models, such as digital signage with static displays or laptop-based systems, lack interactive and real-time update features essential and this makes these options inadequate substitutes.
3. Market Research: Other 55-inch touchscreen options, including models from Faytech and TouchWo offer similar touch screen and resolution capabilities but are safety concerns due to their manufacturing and headquarters being from non-U.S. companies heavily associated with Chinese Manufacturing. These units, priced between 1800.00 and 2500.00, provide multi-touch capabilities suitable for public use. However, they lack industrial-grade design, 40-point touch support, zero-bezel, dust and water-resistant display, and are not ideal for facility conditions at Sheppard AFB. Lastly, the TIPS-F4 has been approved to integrate with existing Air Force security and management software and has higher reliability feedback from other users across the DoD.
4. Other Factors: Beyond its primary functions, this Kiosk offers potential additional uses, including training schedule updates for new personnel, real-time weather updates for aircrew, centralized alert notifications, and possible scheduling and check-in systems for Flight
Operations. These can potentially enhance the Squadrons overall Daily Flight Operations and increase unit engagement up to 10%.
5. A Statement of the Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required: To facilitate future purchases without professional installation barriers, DynaTouch can provide detailed user manuals and online training videos for self-installation.
This DynaTouch model supports standard VESA mounting, allowing easy wall attachment with basic tools, and includes plug-and-play connectivity options (HDMI, USB), reducing dependency on specialized technicians and lowering overall cost.
