About this file
This is a Sole Source Justification document for a brand name software license procurement by the Joint Personnel Recovery Agency (JPRA)/Personnel Recovery Academy (PRA). The document seeks to re-procure an expiring contract for Permuta DefenseReady brand name software licenses and support services for a Base Year plus 2 Option Years, with a total period from September 2024 to September 2028.
The procurement is for Permuta-2024-OS (Operating System Base Pack Subscription) and Permuta-2024-DR-SUITE-SUBPWR-USR (DefenseReady Suite Single Annual Subscription Power Users) licenses, which provide priority support access and account management for JPRA's global mission of delivering specialized Survival, Evasion, Resistance, and Escape (SERE) training. Comprehensive market research was conducted, identifying 298 vendors, with 6 small businesses (2 Women-Owned Small Businesses and 4 Small Disadvantaged Businesses) confirming capability to meet the requirement. The justification emphasizes that no alternative solution exists that can seamlessly replace the current DefenseReady software platform without significant operational disruption.

A comprehensive market research effort was conducted to identify vendors capable of providing software licenses, including searches through AFICC Launch Pad, AbilityOne, Dynamic Small Business Search under NAICS 513210, Procurement IQ, and GSA Advantage. No applicable strategic sourcing contracts or AbilityOne offerings were found. Of 298 initially identified vendors, 53 were shortlisted, and 15 were contacted based on relevant capabilities, yielding one response indicating non-interest. Additionally, all previous contract offerors were contacted, with six small businesses, including expressing interest and capability. In total, 27 vendors were contacted, and six small businesses confirmed their ability to fulfill the requirement. Out of the 6 contractors who have stated they are capable of meeting the requirement, 2 are Women Owned Small Businesses (WOSBs), and 4 are Small Disadvantaged Businesses (SDBs).
