USDI-BLM Specifications for Installation of Fences
This is a technical specifications document for the installation of four-wire barbed wire fencing by the Bureau of Land Management (BLM) Socorro Field Office in Socorro, New Mexico. The project requires the contractor to furnish all materials and labor for fence construction within 90 days of receiving the Notice to Proceed. The contractor must notify the BLM Project Inspector at 901 S. Hwy 85, Socorro, New Mexico 87801, (575) 835-0412, at least 3 days prior to the preconstruction meeting and again before beginning work. A final inspection is required before demobilization and invoicing. The BLM will provide necessary stakes or flagging for measurements and alignment, and the contractor is responsible for protecting materials from theft and damage until completion and acceptance.
Material specifications include barbed and barbless galvanized wire (12 1/2-gauge with minimum 950-lbs. breaking strength and 0.3 oz/ft² zinc coating), steel "T" posts spaced 16 feet 6 inches apart, steel pipe posts (2-inch diameter schedule 40), angle iron posts and braces (painted solid green), and clip-type wire fasteners. Wire spacing from ground level consists of: first wire at 16 inches (smooth), second wire at 6 inches above (barbed), third wire at 8 inches above (barbed), and top wire at 12 inches above (barbed, totaling 42 inches from ground). Installation requirements mandate steel "T" posts only for typical line panels; corner, end, gate, and stress panels require steel pipe or angle iron. Posts must be driven plumb or set in holes and grouted, with stress panels required on hilltops at maximum 80-rod intervals and at wire termination points. Wire must be stretched tightly to be springy to the touch and stapled or clipped securely without crimping. Mechanical gate closures and brace wires twisted tight with sticks are also specified. The Work Data Sheet provides specific dimension details for various panel types and post configurations.

Stays shall be of uniform length sufficient to extend a minimum of 3 inches above the top fence wire and 6 inches below the bottom wire. Honey locust, western redcedar (full stem with bark removed), juniper, osage orange, and white oak are acceptable without treatment. Ponderosa pine, lodgepole pine, fir, balsam, and tamarack will be acceptable if treated for the full length.
Staples: Staples shall be 9-gauge, bright-finish or galvanized, 1-1/2” inches long.

G. INSTALLATION OF POSTS, GATES, AND BRACES
General: Steel "T" posts will not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Steel pipe or angle iron may be used for end panels and stress panels. If pipe is used the horizontal braces will be a minimum of 5 feet long and be welded in place.
Setting Posts: Dig holes for setting posts to the depth as shown on the Work
Data Sheet. Set posts plumb and to the spacing, grades and depths as shown on the drawings, unless staked otherwise. Space within 6 inches of that dimension shown on the drawings or in the Work Data Sheet. Steel pipe or angle iron posts shall be set in holes and grouted solidly in position with cement grout or mortar.
Post Grout shall be a rapid setting commercial product manufactured for anchoring posts.
Driving Posts:
1. Steel Posts: Drive steel posts into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. Posts that are split, twisted, bent, or have broomed tops will not be accepted. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position with cement grout or mortar. Steel “T” post spacing is 16 feet 6 inches for typical line panels.
Corner Post, Gate Post, Stress Panel and End Panel Assemblies: Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills, and a maximum of 80 rods center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched.
Construct end panels at the end of fence runs unless shown otherwise on the drawings.
Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Avoid excessive tension in the wire. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire or prevent free movement of the wire between the post and the staple.
Do not drive staples parallel to the grain of the wood. Terminate wire at each end post, gate post, corner post, or stress panel by wrapping wire around the post two times and tie off by wrapping the incoming wire a minimum of four times.
Wire Spacing from ground level up: first wire - 16 inches above ground level to bottom wire (smooth wire). Second wire - 6 inches above bottom wire, barbed. Third wire - 8 inches above second wire, barbed. Top wire - 12 inches above third wire, barbed (42 inches from ground level), also 6 inches from top wire to top of post.
Gates: Shall be installed according to the Work Data Sheet, the drawings, and as recommended by the manufacturer when applicable.
Mechanical Gate Closures: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.
Brace Wire: Shall be twisted tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.
