About this file

This is a Solicitation Questions & Answers document for federal contract opportunity 140L3726Q0123, titled "SFO Buck Fire BAER Fence, NM," issued by the Bureau of Land Management (BLM).

The document addresses six inquiries from offerors regarding solicitation ambiguities and clarifications. Key clarifications include: (1) the evaluation method is Low Price based on lump-sum pricing as specified on page 17 of the solicitation; (2) offerors must submit a single lump-sum price on the SF18 Schedule, not itemized pricing tables; (3) all fence posts must be metal with no wood posts permitted, contrary to earlier SOW references to wood gate posts and stays; (4) FAR 52.232-5 applies to this fixed-price construction contract, permitting progress payments despite SOW language referencing only single lump-sum payment upon completion; (5) the BLM does not have a burn severity assessment or inventory of damaged fence components to assist offerors in estimating repair/maintenance quantities for the approximately 4-mile repair segment; and (6) GPS coordinates or KMZ files for the fence alignment are not currently available, with offerors directed to a scheduled site visit on 09/15/2026 per amendment A01 for route planning assistance. The document clarifies conflicting or ambiguous requirements from the SOW, BLM specifications (Attachment 2), and SF18 schedule to establish consistent pricing and technical requirements for quote submission.

Basis for award. The Statement of Work (Attachment 1, General Requirements) states this contract will be awarded on a "Best Value Basis" and directs offerors to a "Proposal Format and Evaluation Criteria" document to review the evaluation process. That document is not included in the solicitation's list of attachments. The solicitation's own "Basis for Contract Award" section states award will be made to the responsible offeror with the lowest total price. Please confirm which evaluation method governs this procurement, and if a Proposal Format and Evaluation Criteria document exists, please provide it.

The evaluation method for this procurement will be Low Price. Please see the quotation submittal requirements on page 17 of the solicitation.

2 Attachment 1

Pricing submission format. The SOW (Attachment 1) contains two itemized pricing tables, by practice/quantity, for the Fence Removal and Reconstruction scope and the Fence Repair and Maintenance scope, each with blank Price/each and Total Price columns. The solicitation's SF18 Schedule (Block 11) lists only a single line item, 00010, SFO Buck Fire BAER Fence.

Please confirm whether offerors are required to submit priced quantities using the SOW's itemized tables in addition to the SF18 lump-sum price, or whether a single lump-sum price on the SF18 is sufficient.

Please use lump-sum price. Please see the quotation submittal requirements on page 17 of the solicitation.

3 Attachment 2

Wood post specification conflict. Attachment 2, BLM Specifications for Installation of Fences, Section F, states wood posts are not acceptable. However, the SOW's Work Data Sheet and general material specifications call for wood gate posts (3-inch minimum diameter) and wood stays for wire gates. Please confirm whether wood is permitted for gate posts and stays despite the general prohibition on wood line/brace posts.

The Fence will be all metal posts, no wood posts.

4 SOW

Payment terms. The SOW states payment will be made as "One Lump Sum - Upon completion and acceptance," with no mention of progress payments. FAR clause 52.232-5, Payments under Fixed-Price Construction Contracts, is incorporated into the solicitation and typically allows for progress payments. Please confirm whether progress payments will be available under this contract, or whether payment is strictly a single lump sum upon final acceptance.

Yes, FAR 52.232-5 applies to this soliciation.

5 SOW

Damage assessment for repair/maintenance scope. The SOW's repair and maintenance scope calls for replacement of every 2nd post, all damaged/burned/broken posts, all stays, and all damaged wire along the approximately 4-mile repair segment, but does not provide an estimated quantity or damage percentage. Does BLM have a burn severity assessment or post-fire damage survey for this segment that could be shared to assist offerors in estimating quantities?

We do not have a burned severity assessment or an inventory of burned fence posts, stays, braces, etc.

6 SOW

GPS coordinates for the fence corridor. Given the remote access to the project area, please provide GPS coordinates or a KMZ/shapefile for the fence alignment (reconstruction and repair segments) to assist with route planning and site visit preparation.

We currently do not have the GPS coordinates or a KMZ file for use. Please refer to the solicitation amendment A01 for Site Visit details upcoming on 09/15/2026.
