About this file
This is a Bid Specification document issued by the State of California, Department of General Services, Procurement Division, establishing minimum requirements for exterior recycled reprocessed paint under Event ID 0000035324 (Spec 8010-BS-0248230). The solicitation seeks to establish a multi-year statewide contract for paint products suitable for application to new and previously painted wood, stucco, drywall, masonry, concrete block, and primed metal surfaces. The contract term is three years with two optional one-year extensions. The paint must be available in four color categories: off white, pastel, medium colors, and dark colors, and must be supplied in both one-gallon and five-gallon container sizes. The contract will be awarded on an "All or None" basis and is mandatory for use by all State of California departments while remaining available for use by other state departments and local governmental agencies. Electronic bid submissions are not permitted for this event.
The specification requires that all recycled paint contain a minimum of 50 percent post-consumer recycled content in compliance with California Public Contract Code Section 12209, maintain viscosity between 80 to 110 Kreb Units per ASTM D562, and not exceed 150 grams per liter of Volatile Organic Compounds. The paint must be suitable for application by brush, roller, and airless sprayers without filtering, producing a uniform finish with no flashing or ghosting. All containers must remain in satisfactory condition for 12 months following delivery when stored between 50°F and 80°F in well-ventilated, dry conditions. Comprehensive labeling requirements include manufacturer name, manufacturing date, batch number, color, post-consumer recycled content percentage, application instructions, surface preparation guidance, thinning requirements, drying time, spreading rate, primer requirements, health and safety warnings, and storage specifications.
