1.1.1 Project Description

▪ VA Long Beach Healthcare System (VALBHS) Hemodialysis Unit currently operates a 15 bed Hemodialysis program, 6 days per week and serves 110 patients. The current Reverse Osmosis (RO) water system does not meet the hospital policies and standards for water quality. The existing pipes are deteriorating due the age of the system.

Constant repairs have been directly impacting patient care in the area directly below the Hemodialysis floor due to pipe leaks adding to the hospital maintenance and operational Fees.

▪ This project will replace the existing Reverse Osmosis (RO) system water system located in Building 126 3rd floor which servers the Hemodialysis center located on the 9th floor of building 126 with new state of art RO water system to meet VA standards. The project includes replacement of existing pipes, HVAC system, Electrical system, and complete renovation of the 270-sf. space.

1.1.2 Site Investigation

1. 3rd Floor Investigation:

a. Existing access path over roof needs protection during construction, and new roof pads at end of work. The team also noted an existing drop/step inside the door to the equipment room and a curb at the far side.

b. Photos were taken of existing conditions and equipment.

c. Door and frame to equipment room is rusted at the base.

2. 9th Floor Investigation

a. The existing chemical treatment function needs to remain, including: 4 circular drums 2’dia., 36”H; Container shelving 18” deep x 9’LF; Solution bay large enough to handle a single drum, preferably without curbs.

b. The space between W932C and W932D can be used for the new layout.

Relocating the chemical treatment drums, shelves, and new solution bay. Containment of the construction area must be maintained.

c. Structural analysis is needed for new equipment layout.

d. MEP analysis of the ceiling space is needed once the layout is confirmed.

3. Infrastructure

a. The existing electrical rooms and panels were determined to not have capacity for the new emergency power load. A new feed from the basement, Electrical Room 27, will be needed. A direct vertical supply is possible below Room W923A.

b. The Water Loop connections above the ceiling were reviewed. It appears that the new system can be installed and connected above the ceilings, so that the walls in the patients spaces will not require modifications.

1.1.5 Construction Schedules, Phases, and Off-Hours

Construction Scheduling:

Construction Schedules will be determined by the selected General Contractor performing construction. Phased construction areas will be indicated in the drawings as a basis for the General Contractors to establish detailed sequencing. Additional steps include:

- Coordinate with 8th floor office 831 as needed for construction access. Confirm function of those offices and best way to proceed for scope of work.

- Load monitoring has been conducted. Review of the existing systems as well as the load monitoring report indicates there is sufficient power infrastructure to support the new equipment on the 9th floor.

- See attached Infrastructure Requirements from B-Braun.

Phasing:

- Phase 1:

- Work will include building a temporary construction partition and door between the expanded room area and for the additional electrical room, requiring section isolation shutoff while work is performed.

- Phase 2:

- Core Drill and installation of the new water line from the 3rd floor is to be completed during phase 2. Ceiling tiles along the path of the new water line to be removed while the line is installed to the new Dialsate Preparation Room.

- Ceiling tile is to be removed along the path of the new RO loop. The contractor is to install the new RO loop above ceiling.

- Phase 3:

- All dialysate acid drums to be relocated to the west side of the renovated space.

- The eastern portion of the Dialsate Preparation Room is to be emptied and demolished as required to prepare for the new RO equipment. Once the eastern side is done, the temporary wall separating the west and east portion of the room is tom come down.

- Existing dialysate drums to be relocated to their final location.

- New RO equipment to be installed and connected to new RO loop.

- Confirm operability of all new equipment.

- The migration from the old RO loop to new beings in 2 station subphases.

- Phase 4:

- Demolition of existing RO equipment sans the 250 gallon tank and booster pumps on the 3rd floor.

- All roof pads, new ramps, and doors are to be installed for the 3rd floor accessway.

- All pre-existing RO loop piping on the 9th floor to be removed.

Off-hours and noisy construction requirements:

Noisy construction work is only allowed from 5:30am to 9:30am in building 126.

Coordination with the COR is needed when work such as core drilling is needed especially when it affects other floors in order to notify staff.

All work outside room 932d and mech-1, especially scope in patient and staff areas must be completed outside of hospital operations. This is especially critical for the MEP infrastructure and the RO loop above the ceiling.

The 9th Floor Hemodialysis Suite Operates 6 days a week, and any disruption of the daily healthcare operations must be planned and coordinated with the VA ahead of time. Due to the VA’s desire to continue the current operation schedule for the Dialysis Suite, “off-hours” are highly recommended. Although this will generally cause longer construction time, it will have less impact on the healthcare operations.

1.1.6 Environmental Conditions and Outline Specifications

Anticipated Specifications are outlined below. As the Design develops in future phases we may add or remove sections as needed.

Due to the age of the building, we plan to specify Hazardous materials testing and abatement procedures.

Please note that the building standard finishes sent by the VA did not include a resinous flooring which is recommended to withstand the salt/chemicals in the water treatment and dialysate rooms. We will work with the VA to select a material that works for the project.
