ADDENDUM TO 52.212-2

BASIS FOR CONTRACT AWARD

A. The Government intends to award this competitive best value acquisition, to the responsible offeror whose quote, conforming to the Request for Quote (RFQ), will be the most advantageous to the Government considering price and other factors (technical and past performance). The Government intends to award to the Small Business offeror with the best overall value to the Government. This acquisition is conducted IAW FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures). The Government intends to award a firm-fixed price contract to the offeror who is deemed responsible IAW FAR 9.1.

B. The Contracting Officer (CO) has determined there is a probability of adequate price competition in this acquisition. Upon examination of the initial quotes, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists, no additional cost information will be requested. However, if at any time during this competition the CO determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the CO to determine the reasonableness of the price. Offerors must clearly identify any exception to the RFQ terms and conditions and provide complete rationale. The Government reserves the right to award a contract without interchanges or quote revisions. Quotes should be submitted initially on the most accurate and favorable terms from a price and technical standpoint. However, the Government reserves the right to conduct interchanges if later determined by the CO to be necessary. Quoters should not assume they will be contacted or afforded an opportunity to clarify, discuss and/or revise their quotes. The Government reserves the right to reject any or all offers if such action is in the Government's best interest.

C. If, during the evaluation process, it is determined to be in the best interest of the Government to hold interchanges, Quoters responses and/or any revision(s) to a quote will be considered in making the award decision. If the Quoter was evaluated as acceptable at the time interchanges are closed, any changes or exceptions in the revised quote are subject to evaluation and may introduce risk that the Offeror be determined unacceptable and ineligible for award.

D. Offerors are required to meet all RFQ requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the RFQ may result in the Offeror being ineligible for award.

EVALUATION PROCESS

A. FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government intends to award a Firm-Fixed Price contract resulting from this solicitation to the responsible quoter whose quote provides the best value to the Government, in accordance with FAR 13.106-1(a)(2)(ii) and FAR 2.101. There is no ranking or assigned importance to evaluation factor IAW FAR 13.106-1(a)(2)(iii). The use of FAR 15.3 and DoD Source Selection Procedures are not applicable to this solicitation, or any award resulting from this solicitation. The following factors shall be used to evaluate quotes: Technical, Past Performance and Price.

B. For a quote to be eligible for award, the quoter must have a current registration in the System for Award Management (SAM): https://www.sam.gov/SAM, prior to submitting a quote, IAW FAR 4.1102. SAM will be checked to verify the quoter's status before any evaluation is conducted.

C. Quoters are advised that their quotation may exceed the requirements of the PWS, but the Government is not requesting or accepting alternate quotes, and each response must respond to the solicitation requirement stated in the RFQ. The Government intends to evaluate quotes and issue a contract based on the initial quotes received. Therefore, the contractor's initial quote should contain the contractor's best terms from a pricing standpoint. The Government reserves the right to request revised quotes from, or discuss final terms with, one or more contractors if later determined by the contracting officer to be necessary. Additionally, the contracting officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306.

FACTOR 1: TECHNICAL CAPABILITY

Quote must be rated as acceptable to be eligible for award. Evaluators will assign a technical as outlined below. To be deemed acceptable, the following criteria must be met:

Sub-Factor 1: Quality Control Plan

DESCRIPTION: The quoter shall submit a Quality Control Plan (QCP) that addresses all requirements of the Performance Work Statement (PWS). The plan must include identification of commercial practices and procedures to be used for the equipment listed in the PWS. The plan shall specifically address the offeror’s strategy to provide quality workmanship, continual process improvement, and for correcting any deficiencies.

Sub-factor 2: Manpower and Personnel Retention

DESCRIPTION: Offerors shall provide a management staffing approach that adequately provides personnel qualified to perform the services as required by the PWS. This should include retention of personnel, organization structure, and related commercial and/or Government experience supporting Base Telecommunication Services. The offeror shall submit a realistic manpower schedule that adequately depicts personnel by labor/skills to include a hiring and retention objective enabling contract performance at Minot AFB, ND. Offerors shall include a description or reference to the minimum acceptable qualifications; include licensing certification and training required for assigned employees by skill classifications. Offerors shall also define the required training for site-specific systems and how assigned personnel will be replaced on short notice due to extended absences of any kind.

Sub-factor 3: Mission Essential Service Plan

DESCRIPTION: The offeror shall provide a written plan describing how it will continue to perform the essential contractor services listed in the PWS during periods of crisis. IAW DFARS 252.237-7024, Notice of Continuation of Essential Contractor Services, the plan shall:

(a) Identify Provisions made for the acquisition of essential personnel and resources, if necessary, for continuity of operations for up to 30 days or until normal operations can be resumed.

(b) Address at a minimum:

i. Challenges associated with maintain essential contractor services during an extended event, such as a pandemic that occurs in repeated waves.

ii. The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability.

iii. The component, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home.

iv. Any established alert and notification procedures for mobilizing identified “essential contractor service: personnel.

v. The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.

FACTOR 2: PAST PERFORMANCE

DESCRIPTION: Past Performance record history will be assessed as one of the multiple standards required for a successful quote to be determined responsible as described in FAR 9.104. Past performance can be evaluated based upon the contracting officer’s knowledge of and previous experience with the service being acquired, customer surveys, past performance questionnaires and government-wide contract performance assessments rating system (CPARS). Quoters may submit up to three past performance documents, to display quality of work performed. Quoters may use the attached Past Performance Information Form (PPIF) in order to submit past performance information.

The government may use a combination of the following methods to evaluate past performance:

· PPIF Submissions

· Relevant past performance submitted by the quoter

· Any other reasonable basis not otherwise noted

FACTOR 3: PRICE

Total Evaluated Price:

Only the total evaluated price (TEP) submitted in the quote will be evaluated; this includes the total contract line item number (CLIN) pricing for the base year and all option years. Including Quoter Pricing Schedule, attachments 7 and 8.

Options - The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with FAR 52.217-8, the Government may require continued performance of services within the limits and rates specified in the contract. The rates shall be determined to be the unit price of each applicable CLIN, as stated in Schedule of the award of the CLIN, which corresponds with the most recently entered period of performance. The increased amount will be based on the most recent exercised option year pricing, prorated for the period of extension. Evaluation of proposed CLIN prices constitutes evaluation of the rates used for options exercised under this clause.

CLIN X001 is for BTS Operations and Maintenance (O&M), to include all labor. O&M pricing constitutes a flat firm fixed price regardless of work order quantity.

CLIN X002 is for Work Order requirements, parts and material as listed on attachment 8. Complete the product Identification (PID) Pricing Worksheet (Attachment 8) for each item/task. Insert the base and option year totals into the RFQ. The RFQ and PID shall both be submitted as part of the pricing proposal.

The PID is a Pre-Priced table for purchase of material and equipment as required by the PWS and work orders. The pricing is applied to each Work Order request provided by the Offeror based on actual PIDs/quantities required for each requirement. The PID contains estimated quantities to allow the offeror to provide unit pricing for each item/task. Due to the unknown factor for Work Orders, the Government’s best estimates are included, however, there is no guarantee how many items/tasks will be used on the contract.

The solicitation/contract is principally for services for O&M and Work Order services under the Service Contract Act (SCA).

CLIN X003 is for Special Project requirements not included in O&M or Work Orders as outlined in the PWS section 5. Special Projects will not be priced by the offeror and therefore will not be evaluated by the Government. Do NOT include a price in CLIN X003. This CLIN will be structured as a not to exceed (NTE).
