About this file
This is a Statement of Need for a Blanket Purchase Agreement (BPA) to provide amphetamine adjunct kits to the Air Force Drug Testing Laboratory (AFDTL) located at Joint Base San Antonio-Lackland, Texas, dated 20 April 2026. The AFDTL processes approximately 750,000 urinalysis samples annually and requires these kits to screen specimens that initially test presumptive positive for amphetamines, as cross-reactivity with legally-prescribed drugs is common throughout the Department of Defense. The dual screening methodology—using a primary screen followed by an amphetamine immunoassay screen with a different enzyme—has been validated by AFDTL's technical director in accordance with DoDI 1010.16 and results in a much higher confirmation rate for positive specimens.
The specific requirement is for Siemens EMIT II PLUS Amphetamines Assay 1L kits (part number 10445421) with a maximum of 10 kits per year over a five-year BPA period. All shipments must be delivered to 2480 Ladd Street, Building 3750, JBSA-Lackland, TX 78236 between 0730-1400 hours, Monday through Friday, excluding federal holidays, Major Command family days, and Executive Order holidays. Any deviation from the specified delivery schedule requires prior authorization from the Contracting Officer Representative (COR).

STATEMENT OF NEED

AMPHETAMINE ADJUNCT KITS
20 April 2026
1. Description of Requirement.
1.1. Requirement Background. The Air Force Drug Testing Laboratory (AFDTL) at Joint Base San Antonio-Lackland, Texas is forensic toxicology drug testing laboratory that handles approximately 750,000 urinalysis samples a year. Samples are screened for a wide panel of drugs, including the amphetamine family of drugs. Due to the high number of prescribed amphetamines present across the DOD, many specimens initially screen presumptive positive for amphetamines due to cross-reactivity with numerous other legally-prescribed drugs. Therefore, a every specimen that initially screens presumptive positive for amphetamines is immediately subjected to an amphetamine immunoassay screen using a different enzyme, where in practice any specimen screening positive to both primary and adjunct ends up confirming positive at a much higher rate.
