About this file
This is a Technical Specification document issued by the State of California, Department of General Services, Procurement Division, establishing minimum requirements for Geospatial Land Survey Equipment to be used by California state agencies in support of statewide geospatial survey operations. The specification covers six categories of equipment: Total Stations, Spatial Stations, Data Collectors, Global Navigation Satellite Systems (GNSS), Digital Levels, and Scanners. Total Stations must meet angular accuracy of 1-3 arcseconds with required robotics, prism tracking technologies, and reflectorless Electronic Distance Measurement capabilities of at least 50 meters. Spatial Stations require 3 arcseconds angular accuracy, robotics, a scan rate of 25,000 points per second, and Laser Class 3R designation. Data Collectors must operate on Windows or Android with minimum 2GB RAM and 4GB storage, a 4.3-inch screen, and IP65 ingress protection rating. GNSS equipment must support multiple satellite constellations (GPS, GLONASS, Galileo, BeiDou, SBAS, QZSS) with positioning accuracy of 10mm horizontal and 15mm vertical, along with Inertial Measurement Unit tilt compensation. Digital Levels require 0.7mm per kilometer accuracy per ISO 17123-2 standards with measurement range up to 100 meters and 20x minimum magnification. Scanners are specified in two types: stationary scanners with up to 120,000 points per second scan speed and up to 130-meter range, and mobile scanners with up to 2 million points per second scan speed and 180-meter range with minimum 12-megapixel camera resolution.
The specification establishes compliance requirements with multiple international standards including IEC 60825-1 for laser safety, IEC 60529 for ingress protection ratings, ANSI Z136.1 for enclosure protection, and ISO 17123-2 for geodetic instrument testing procedures. This multi-year statewide contract, issued as an Invitation for Bid with an award method of "All or None By Silo," is mandatory for use by the California Department of Transportation and available for use by other state departments and local governmental agencies. The contract term is two years with three optional one-year extension periods. All equipment must comply with applicable federal regulations and industry standards in effect at the time of bid opening. No pricing information, set-asides, incumbent contractors, or specific funding amounts are detailed in this technical specification document.
