FA460021Q0048 – Spray Rig Purchase

ADDENDUMS 52.212-1/ 52.212-2

ADDENDUM TO 52.212-1, QUOTE PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of two parts:

Part I - Price Part II - Technical Approach

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

C. Questions and Answers. Questions concerning this solicitation shall be submitted no later than 13 Sep 2021 at 2:30 p.m. CDT. Answers shall be posted by 15 Sep 2021 at 2:30 p.m. CDT.

D. Specific Instructions:

For a quote to be considered, it must include:

1) A pricing quote (completed and signed SF 33).

a. Must have Representations and Certifications (FAR 52.212-3) completed.

b. Must select answer in 52.204-24 and 52.204-26 Covered Telecommunications Equipment

2) A technical approach quote.

1. PART I - PRICING QUOTE - The offeror is required to submit one electronic copy of the completed SF 33.

(a) Complete all fields on the SF 33 to include company information, pricing for the project. The offeror must fill out the solicitation completely and submit a signed copy of the SF 33. In doing so, the offeror accedes to the proposed contract terms and conditions as written in the solicitation, with attachments.

2. PART II - TECHNICAL APPROACH SUMMARY - Offerors are required to submit only one technical quote document. The document shall be no more than 10 pages with the following:

(a) The offeror must provide clear statements as to their ability to provide the services described in the Performance Work Statement (PWS) as follows:

i. Detailed description of how the offeror plans to accomplish the requirements within PWS. Plan must include enough information for the contracting officer and resident subject matter experts to determine if the plan is sound.

ADDENDUM TO FAR 52.212-2:

BASIS FOR CONTRACT AWARD: This is a solicitation that utilizes FAR Part 13, Simplified Acquisition Procedures, and will utilize the best value to the Government evaluation procedures and fair and reasonable determination. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, the offeror accedes to the terms of this solicitation. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:

A. Price Quote Evaluations.

A.1 Pricing will be evaluated as acceptable or unacceptable based on the following:

i. Complete all fields on the SF 33 to include company information. The offeror must fill out the solicitation completely and submit a signed copy of the SF 33. In doing so, the offeror accedes to the proposed contract terms and conditions as written in the solicitation, with attachments.

ii. Pricing must be good for a minimum of 60 days from submission of quote.

iii. Reasonableness: For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 15.404-1(b)(2).

B. Technical Approach Quote Evaluations.

B.1 Evaluation of the quotes are based on a technical evaluation of acceptable or unacceptable based on the Government's evaluation of the offeror's submission of the following:

B.1.1. The mandatory detailed statements from FAR 52.212-1 Addendum:

i. Detailed description of how the offeror plans to accomplish the requirements described in the PWS. Plan must include enough information for the contracting officer and resident subject matter experts to determine if the plan is sound.

C. Best Value To The Government.

Offerers are cautioned to submit sufficient information and in the format specified in the RFQ to permit a meaningful assessment of technical acceptability. Offerers may be asked to clarify certain aspects of their quote.

D. Award.

The Government will start evaluations by ordering all quotes based on price. That quotes will then be evaluated for technical approach. All quotes found to be technically acceptable will be placed in order by lowest price. The Government shall award to the lowest priced technically acceptable offerer with no other evaluations taking place. The Government intends to award the contract without discussions. If the Government decides to conduct discussions, you will be notified as soon as possible.
