About this file

This is a Request for Quote (RFQ) for Accreditation Services for Federal Bureau of Prisons (BOP) Facilities, issued March 9, 2026, with a due date of March 23, 2026 at 11:00 ET. The solicitation number is 15BNAS26Q00000027, issued by BOP's National Acquisitions Section. The acquisition is set aside for small businesses under NAICS code 541611 (Management, Scientific, and Technical Consulting Services) with a size standard of $24.5 million. The Government will utilize a Lowest Price Technically Acceptable (LPTA) source selection methodology with firm fixed-price unit pricing.

The contract requires accreditation audit services covering approximately 30-35 facility audits per year across five facility types: stand-alone prison facilities (70 audits/year), complex facilities (15 audits/year), detention centers (11 audits/year), training centers/central office facilities (3 audits/year), and a six-month extension option (35, 7, 5, and 1 audits respectively). The solicitation establishes a base period plus four one-year option periods and a six-month extension, all priced on a per-each-audit basis to be filled in by offerors. Technical evaluation focuses on nine factors including auditing standards and best practices, auditor qualifications, conflict of interest procedures, scheduling capability, communication and collaboration, documentation handling and legal-ethical considerations, audit processes, corrective action plan development, quality assurance procedures, annual reporting, and appeal processes. Offerors must provide up to three past performance references from the last five years of similar scope and complexity. Payment will be made to the BOP Central Office Business Office, and the Government contact is Heather Buck at hbuck@bop.gov.

52.212-2 (DEV) Evaluation-Commercial Products and Commercial Services (Nov 2021)

(DEVIATION NOV 2025)

Evaluation—Commercial Products and Commercial Services (Nov 2025)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:Technical Factors, Past Performance and Price [Insert evaluation factors in the relative order of importance. For requests for proposals, state: Evaluation factors other than price when combined are [significantly more important than price/approximately equal to price/significantly less important] than price. For invitations for bids, list only price and price-related factors.]

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

The Federal Bureau of Prisons (BOP) will utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR Part 12. The Government intends to make a firm-fixed-unit price IDIQ award to the responsible business whose quotation provides the lowest price technically acceptable to the Government.

Proposals will be evaluated for technical acceptability based on the factors and sub-factors set forth below. No tradeoffs between price and non-price factors are permitted. A proposal must receive an "Acceptable" rating in every non-price factor to be eligible for award.

Definitions: For purposes of better understanding the decisions made based upon evaluation criteria selected for the Accreditation Services Contract for FY2026-2030 the evaluation terms for Technical have been defined as follows:

1.0 Technical Acceptability Definitions

For the purposes of this evaluation, the following definitions apply to all Technical Factors:

Acceptable: The proposal meets the minimum requirements of the solicitation and the Statement of Work.

Unacceptable: The proposal fails to meet the minimum requirements of the solicitation or contains deficiencies that increase the risk of unsuccessful contract performance to an unacceptable level.

2.0 Factors for Evaluation

2.1 Technical Factor

The Government will evaluate the offeror’s technical proposal on a Pass/Fail basis. To be determined "Acceptable," the offeror must demonstrate the following:

Technical factors will be utilized to assess whether the offeror’s proposal will effectively satisfy the requirements of the contract. For purposes of the Accreditation Services Contract, the technical factors reviewed will include the following:

A. Creation or Permission to Utilize a Set of Best Practice Standards for Auditing:

1. Offeror shall demonstrate the ability to competently discuss the set of best-practice standards intended for use in BOP audits. Areas of discussion used to measure competency include, but are not limited to:

• Indication as to whether each standard is based off correctional industry standard or community best practice.

• Specific division/department/discipline a standard is associated with.

• Research behind how the standard(s) came to be considered a best practice.

• Whether the standards are peer reviewed or currently being utilized by another correctional organization or in a different professional setting.

• How the contractor plans to determine if a facility meets/does not meet standard.

15BNAS26Q00000027 Page 17 of 19

2. The Offeror will competently discuss the basis upon which it is permitted to utilize the standards for auditing purposes and whether that basis is rooted in (1) Propriety Development and/or Licensed Authorization, or a combination of the two.

Proof of such authority shall be discussed and/or provided as part of the proposal.

3. Offeror shall provide a means for BOP to review the best practice standards recommended for use (e.g. attachment to proposal, website, link, etc.).

B. Specific Qualifications and Expectations for Auditors

1. Offeror shall describe criteria/process by which auditor determinations are made. Specifically, how will the contractor ensure auditor competency/ability prior to scheduling.

2. The Offeror shall provide a copy of the criteria utilized to certify their auditors.

3. The BOP places a high value on respect and integrity. As such there is an expectation auditors will remain professional and adhere to standard ethical principles for the duration of the assigned audit process, especially while on-site at a BOP facility. The offeror shall describe their method for ensuring auditor accountability for their work product as well as their level of professionalism while interacting with a client in the audit process.

4. Security can never be taken for granted in a prison environment. As such there is an expectation the offeror has a process in place to ensure the auditors assigned to BOP audits are fit to enter such an environment. Such fitness requires the auditor be (1) amenable to completing minimally invasive background screenings for federal prison facility access; (2) accepting of required auditor escort procedures while within the secure perimeter of the facility, and (3) understanding of the reasons why entry may be denied (e.g. including but not limited to not passing the background check, attempting to bring prohibited items into the facility, and/or if determined to be physically/emotionally unfit (e.g. broken bones, recent surgical recovery, visibly emotional / tearful / anxious, etc.) to the extent they could not move quickly move to safety in the case of an emergency.

5. How would the offeror address concerns from the client regarding a particular auditor who has been observed to exhibit unprofessional behavior during the audit process or who was observed or reported to disregard instructions related to maintaining safety in the facility?

C. Identification and Resolution of Potential Conflicts to Independence

1. The Offeror will provide indication it understands the importance of identifying and resolving known or potential conflicts of interest as they relate to both the Offeror’s and the individual auditor’s relationship with a particular staff member, inmate, facility, the BOP, and/or the DOJ.

2. The Offeror will provide the conceptual framework it ascribes for the above-referenced identification and resolution.

3. How would Offeror handle a scenario where the auditor assigned a specific audit identified they knew an inmate housed at the facility the Friday before the on-site audit?

D. Ability to Meet the Demands of the Accreditation Audit Cycle

1. The offeror will provide an assessment of their current auditor complement and a plan for how they plan to ensure they have a continual auditor complement to fill a BOP audit schedule of 30-35 audits/year, in addition to their other contractual engagements.

2. The number of audits required/year means (when considering holiday weeks and other black out weeks where audits will not occur) on any given week, there could be 1-3 on-site audit processes scheduled in different facilities across the United States. If not stated in the offeror’s response above, please indicate whether the auditor complement you currently/ plan to have will be able to handle one (1) to two (2) and on occasion three (3) on-site audit processes in the same week.

3. The offeror will provide an explanation of the process it utilizes to assign auditors to an audit schedule. Specifically, how does it determine which auditor receives any specific audit (e.g. what factors, if any, are considered?) How far in advance would the offeror be able to plan an audit schedule?

4. Without going into significant detail on the processes that occurs during the on-site portion of the audit, the offeror will discuss how many hours/days it anticipates will be required for the auditor(s) to spend at the facility during the on-site audit phase of the overall audit process.

Please consider the following in your response: Given not all BOP prison facilities are identical in terms of physical size, inmate population, and number of institutions on-site, the workload could differ, even of only in the amount of ground that would physically need to be covered for an auditor to observe various departments/procedures the contractor deems necessary to perform the audit. That said, the offeror awarded the contract will have to balance the number of hours it will take to complete a facility audit against the number of auditors assigned, especially considering the audit fee is predetermined and as such, theoretically, an auditor could be working for less pay depending on the number of auditors the contractor assigns.

E. Offeror Ability to Communicate and Collaborate Appropriately with Client

1. Contractor Communications with Client

a. The Offeror shall demonstrate experience in communicating with both institution employees and administrative contracting staff. This demonstration shall indicate communication that is concise, coherent, and timely.

b. The offeror will explain their communication style/process at the executive (CEO) level for addressing concerns, cancellations, emergencies, schedule changes, auditor concerns, etc. with the client.

2. Auditor Communication with Institutions

a. The Offeror shall demonstrate an understanding of the governmental chain of command and the ability/willingness of their auditors and support staff to communicate with BOP Central Office Administrative and Management Analyst staff to avoid any inherent bias present through direct communication with institution staff.

b. The Offeror will explain the expectation it has of the auditor when wanting to express an issue or concern they tried but could not solve with the management analyst.

3. Contractor-Client Collaboration

a. As the SOW states and the deliverables imply, depending upon the level of structure the offeror awarded the contract brings with it in terms of best practice standards, accreditation processes/determination, and corrective action, there will be a level of collaboration necessary to solidify the procedures outlined in the SOW (e.g. due dates, corrective action timeframes, accreditation adjudicator, process for appeal, etc.).

b. The offeror will discuss any experience they have had with collaboration on a contract with a client and will discuss their thoughts on the best way to make these decisions related to items needing to be agreed upon by both parties.

F. Receipt of Audit Documentation & Its Legal-Ethical Considerations

1. Offeror shall demonstrate experience with handling large amounts of correctional system data/information.

2. Offeror shall demonstrate a data/information system that ensures the privacy/confidentiality of Personally Identifiable Information (PII) of both BOP employees, and the inmate population.

3. The offeror shall demonstrate experience with the requirements of the Freedom of Information Act (5 USC 552) regarding disclosure of records and information furnished or created in an audit process and Privacy Act (5 USC 552a) regarding sampling of inmate records or similar experience.

4. Offeror shall demonstrate a process its auditors utilize for the secure storing of confidential information post-audit. The contractor and its auditors shall maintain these documents in a secure password-protected database or file folder and/ or a physically locked cabinet for a period of three years post completion of the audit process in accordance with 2 CFR 200.517.

G. Contractor Recommended Auditing and Accreditation Determination Processes

1. While a basic skeletal format for the Audit and Overall Accreditation Process has been pre-determined and can be reviewed in the SOW, the specifics of the accreditation process shall be laid out in the offeror’s bid.

2. The offeror will describe the audit process, the accreditation process, and any intersection between these two (2) processes. Specifically, the Offeror will indicate the steps involved at each stage and the approximate timeframe required for completion of each phase. If there are specific steps or processes the Offeror would like to highlight in any specific portion of the overall audit and accreditation, please feel free to do so.

3. The Offeror will provide 2-3 examples of deidentified audit reports from previous contracts to which they were awarded the contract. Preference is for reports similar in topic (e.g.compliance, accreditation audit, prison setting, best practice standards); however, is not required.

H. Technical Assistance in Development of Corrective Action Plans (CAP):

1. One of the deliverables noted in the SOW is the provision the contractor provide technical assistance for BOP facilities determined to be noncompliant with best practice standards considered essential to the mission. The offeror will describe their experience working collaboratively with clients in the development of quality improvement plans and/or specific CAPs to increase productivity or compliance toward the achievement of a goal.

2. If available, provide an example of a CAP in which you assisted in which you assisted a client in developing and/or worked with them on initial implementation of the CAP.

3. BOP does not require step-by-step assistance with CAP development, as the facility’s management team should have a strong understanding of the facility environment, the inmate population, and the level of employee buy-in to expect. The BOP envisions this deliverable as more of a consulting type relationship between the Contractor/Auditor and the audited institution. Offerors should indicate how they envision this somewhat informal but important process in institution quality improvement and growth.

I. Offeror Vision for an Effective Quality Assurance Process:

1. As stated in the SOW, the audit report, created by the auditors. Given the Contractor takes primary responsibility for the assigned auditors work products also fall under one of the primary responsibilities of the Contract. Given this, Offerors

15BNAS26Q00000027 Page 19 of 19 should provide a plan for ensuring reports are free of basic spelling and grammatical errors, utilize BOP verbiage and abbreviations correctly, include only factual information or the auditor’s informed opinion based on fact, and systematically lead the reader through their process, the data obtain, and the ultimate opinions of compliance and accreditation.

J. Development of the Annual Audit Summary Report:

1. Apart from the goal to obtain accreditation status for all federal prison facilities nationwide, an indication of individual facility success, the driving force behind this solicitation is to combine the facility data and analyze local, regional, and national trends to create BOP-wide CAPs to insight Bureau-wide improvements in policy, procedure, and level of efficiency. With these goals in mind, please explain the Contractor’s vision for these reports including not only the requested data sets and analysis discussed in SOW section five (5.0) pg.23 The Annual Report. As the potential awardee for this contract, describe any additional ideas you as the Contract may envision for data usage and how would this translate on paper into concrete data sections of the Annual Report.

K. The Appeal Process:

1. Given the level of commitment required of facility employees to prepare for such a compliance audit and accreditation process, it is not a stretch to assume requests for reanalysis and understanding of situations or timeframes of noncompliance, etc. These disappointments are opportunities for the facility to grow. That said, the BOP does not plan to bring every request for appeal to the attention of the Contractor. However, there are situations, based on experience, where information gets confused or misinterpreted or the employee discussing the data incorrectly makes associations leading to incorrect conclusions by the Contractor. In situations where it is the opinion of the BOP as a whole the latter has likely occurred, what process does the Offer have to satisfy this concern was addressed by the Contractor?

2. As the potential Contractor, if a current appeal process is not something the company currently has in place, how do they envision this process to be developed?

3. Offerors shall provide 1-2 examples of a time where they implemented an appeal-like to ensure the data obtained was understood so as there was a higher level of certainty the opinions of the auditor and accreditation team (if applicable) was factually informed.

2.2 Price Evaluation

Price will be the deciding factor among all proposals rated as "Technically Acceptable." The Government will evaluate price for:

1. Total Evaluated Price: Inclusion of the base period and all option years.

2. Reasonableness: Comparison of quotes to ensure the price is fair and reasonable.

3. Realism: Review to ensure the proposed price is not so low as to indicate a risk of performance failure.

2.3 Past Performance (Acceptable/Unacceptable)

Offerors must submit up to three (3) past performance references for the Prime Contractor withinthe last #ve (5) years that are of similar scope, and complexity.

1. References must include customer name, point of contact, contract value, and description of services.

2. Past performance will be evaluated on an acceptable/unacceptable basis to verify that the Offeror has successfully performed comparable services.

Basis for Award: The Government intends to award a contract to the responsible offeror whose proposal is the lowest evaluated price and is technically Acceptable.

File details come from the government source that posted it. Updated .
