About this file

This document is an Attachment 1 - CLIN Structure for an Aerospace-Grade Rayon Fiber contract. The contract covers the procurement of ENKA 300/60 AS Select fiber, with a tiered pricing structure based on quantity ranges from 1,000,000 to 15,000,000 pounds. Estimated quantities vary across five years, with the highest volume in Year 1 at 10,706,638.12 pounds, and subsequent years averaging 4,461,099.21 pounds.

The pricing mechanism allows for fixed unit pricing within specified Calendar days After Receipt of Proposal (CARP) periods. For delivery orders issued after the CARP time periods, the Government will request new firm fixed pricing from the contractor. The Government will evaluate price reasonableness through multiple techniques, including historical price comparisons, Independent Government Cost Estimate (IGCE) analysis, current market price comparisons, detailed cost breakdowns, and potential use of a PPI Index for negotiations. The document emphasizes that the quantities are estimates, and the Government is only required to meet the guaranteed minimum established under this Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
