About this file

This is a Firm Qualifications form for the State Controller's Office (SCO), Division of Audits, in response to Request for Proposal Number EAUF90126 for secondary audit services in California. The RFP seeks to establish a contract with a qualified Certified Public Accounting (CPA) firm to support high-profile, sensitive audits and reviews that ensure accountability, transparency, and integrity in the use of public funds across state and local programs. Proposers must complete all required fields in the qualifications form, providing sufficient information to allow SCO to validate that the firm meets the Firm Minimum Qualifications (FMQs). The form requires detailed project descriptions, client references, and documentation of relevant experience for each qualification criterion. All experience must be with external clients capable of serving as references and cannot be marked as classified, confidential, or subject to non-disclosure agreements. Proposers who fail to provide sufficient descriptions of how they meet the FMQs may be deemed nonresponsive and rejected in their entirety.

The Firm Minimum Qualifications require that proposers be licensed as an active CPA firm in good standing, maintain an office in the Sacramento, California region, possess at least five years of experience within the last eight years performing the audit services described in the RFP's Scope of Work, and have completed a peer review within the last three years with a passing rating. Additionally, proposers must demonstrate a minimum of five years of experience conducting state government, local government, special districts, or local education agency audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Yellow Book standards, preferably in California or similar regulatory environments. The Firm Desirable Qualifications (FDQs) award points for experience exceeding five years in government audits, experience with large payment datasets such as Medi-Cal or CalFresh, experience using analytics tools for large datasets, and fraud detection or forensic audit experience. Proposers are instructed to contact SCOBids@sco.ca.gov prior to using current State employees as references to ensure they are not members of the Evaluation Team.
