About this file
This is a qualifications workbook attachment for the State Controller's Office (SCO) California in response to Request for Offer #ESPS90122 for Physical Security Assessment Services. The workbook provides instructions and templates for proposers to demonstrate that their key staff meet minimum and desirable qualifications for performing IT physical security assessment services. Proposers must complete detailed tables documenting relevant experience for each proposed key staff member, including project names, client names, contract values, start and end dates, time commitment percentages, and descriptions of relevant experience with external client references. The workbook specifies that one year of experience equals 52 weeks of full-time work at 40 hours per week, and all projects must be from external clients rather than internal organizational clients, with no classified or non-disclosure agreement-restricted projects permitted.
Key staff minimum qualifications require at least one year of employment with the bidder firm as a consultant performing IT physical security assessment services and a minimum of three years of experience within the last five years as a consultant performing IT physical security assessments. Desirable qualifications include industry certifications such as Certified Protection Professional (CPP), Physical Security Professional (PSP), Industrial Security Professional (ISP), and Physical Security Certification (PSC), with point values ranging from five to 25 points. Additional desirable qualifications award two points for each engagement performing IT physical security assessment consulting services for government entities, up to ten completed engagements within the last three years. Proposers must provide sufficient, detailed descriptions of how their staff meet qualifications and cannot simply copy the minimum qualification language; failure to provide adequate detail may result in the entire proposal being deemed nonresponsive and rejected.
