About this file

This document is a Scope of Work (SOW) Questions and Amendments file for shipyard maintenance of the sailing vessel Friendship at Salem Maritime National Historic Site in Salem, Massachusetts. The document specifically addresses a question about black water tank repair methods, providing detailed specifications for tank panel replacement using ¼" 5086 marine grade aluminum alloy. The repair instructions require continuous welds in accordance with American Bureau of Shipping standards, interior surface blasting or etching with epoxy coating, and proper tank cleaning. Notably, the document allows flexibility in repair methods, permitting alternative approaches like plug welds or doubler plates with Contracting Officer's Representative (COR) approval, acknowledging that full repair may not be feasible at the current time.

Questions and amendments

Q: Are any other methods of repair acceptable for the black water tanks?

A: The SOW currently reads:

3. Black Water Tank Repair

a. From port black water tank, remove and replace 67" x 29" panel from forward side and 36" x 12" panel from outboard side. Repair will be made to according to USCG standards, original construction guidelines, as found in document "Sewage Tank Arrangement and Details" and specifications below:

i. Aluminum replacement panels are to be crafted from ¼" 5086 marine grade aluminum alloy.

ii. Interior surface of panel is to be blasted or etched and coated with epoxy (amerlock 400 or equivalent) according to manufacturers specifications prior to being installed.

iii. All welds will be continuous welds and in accordance with the American Bureau of Shipping "Rules for Building and Classing Aluminum Vessels."

iv. It is unknown how much sewage may be in the tank. Awardee is responsible for ensuring the tank is empty, clean and in proper state for welding.

Given the goals of the repair are to seal the tank so that it can be used and that full repair may not be likely at this time, with approval of COR, it will also be acceptable to repair individual holes in the tank with plug welds, use a doubler plate or other methods.
