SCOPE OF WORK
SHIPYARD MAINTENANCE of SAILING VESSEL FRIENDSHIP of SALEM
SALEM MARITIME NHS
SALEM, MASSACHUSETTS
PMIS 340570A
1. General Intention and Vessel Overview It is the intention under the terms and conditions of this contract to obtain inspection and repair services for the sailing vessel Friendship of Salem in order to maintain the vessel’s safety, seaworthiness and to ensure that the vessel continues to meet the regulations of CFR 46, part 175 to 185 and CFR 33, parts 175 to 183. The Contractor shall furnish all supervision, labor, materials and equipment needed to complete the items as laid out in this scope of work unless otherwise noted.
Friendship of Salem is a full-scale replica of a 1797 merchant ship. Construction of the modern three-masted, square-rigged sailing ship began in 1996 in upstate New York. In 1998, the unfinished vessel was launched and delivered to Salem Maritime National Historic Site, where masts, rigging, sails, and other features were added.
Friendship of Salem is a replica sailing vessel measuring 171 feet of sparred length, with a 340 ton displacement. She has a beam of 34 feet and draws 11 feet. The vessel is a full rigged ship, with the tallest of the ship’s three masts reaching a height of 115 feet. Friendship of Salem’s hull is of laminate cold-molded construction. Though currently lapsed, Friendship of Salem has carried a COI as a subchapter T small passenger vessel and as a dockside attraction vessel.
Established in 1938 as a unit of the National Park Service, Salem Maritime National Historic Site is located at 160 Derby St. in Salem, MA 01970. The site is on the waterfront of Salem’s inner harbor, approximately 15 miles north of Boston preserves and provides public inspiration on the maritime history of New England and the United States. The ship was built to help meet this mandate. The National Park Service offers a range of tours, programs and demonstrations about Friendship of Salem and related history topics. These uses occur when Friendship of Salem is berthed at Salem Maritime NHS, sailing to other ports, or participating in special events, festivals and tall ship parades.
2. Location The ship is currently hauled out at Gloucester Marine Railways located at 81 Rocky Neck Ave., Gloucester, MA 01930, undergoing repair work for another contract. The vessel is expected to be launched no later than May 31st, 2025.
A pre-bid site visit to Friendship of Salem is encouraged for potential bidders. Additionally, all bidders are encouraged to discuss site, access and work details with Gloucester Marine Railways prior to submitting proposals.
3. Scope of Work The purpose of this project is to use the current haul out of the ship to the greatest advantage of the NPS, to preform much needed inspection, corrective and preventative maintenance.
The costs and details associated with hauling, launching, storing or washing are not a part of the project defined in this scope of work.
General Friendship of Salem is partially downrigged, having in place only the lower three masts (fore, main and mizzen.) Some of the supporting stays have been relocated on the ship and to shore to allow contract work to continue without having to pull the masts. Other ship dimensions and details are as follows:
• Measuring approximately 115 feet from the forward most stem structure (figurehead’s arm) to the aftermost transom structure (the taffrail)
• Approximate displacement of 320 tons
• Maximum beam of approximately 34 feet at and including the fore channels
• Draft of approximately 11 feet aft and 9 feet 6 inches forward
• Max height above the waterline of approximately 24 feet if the main and mizzen lower masts are removed, and 54 feet if the lower masts are aboard.
The vessel must remain at Gloucester Marine Railways for the duration of this contract. Work performed under this scope of work must be done in conjunction with, and without impeding, the current contract work being performed by Seas the Knight Boatbuilders. Additionally, all items in this scope of work must be completed no later than May 31st, 2025.
Friendship of Salem has a lapsed COI, however, all work performed on the vessel will be done in a manner to ensure that the vessel continues to meet the regulations of subchapter T of CFR 46, part 175 to 185 and CFR 33, parts 175 to 183 to allow NPS to regain certification in the future.
Any USCG inspection/observation visits will be coordinated by NPS COR.
National Park Service personnel, marine surveyors and the US Coast Guard must be given complete access to the ship while she is hauled out in order for all work to be inspected.
Ladders, lifts, or other means must be made available to aid in the inspection process. NPS staff, volunteers and representatives will be permitted to access the vessel to perform checks, inspections, or other minimal other work inside the bulwarks or not covered by the contract.

Paint Hull Below the Waterline:
A. Prepare and paint hull and rudder/rudder post below the lower edge of the wale strake and on transom below black planking with COPPERCOAT from Coppercoat USA or “Equal”, ensuring all directions and instructions for preparation of ship, paint and application of product(s) are strictly adhered to. If the bidder selects a paint other than Coppercoat, the paint selected must be fully compatible with and able to be applied over the existing Coppercoat. Also, it must offer similar performance characteristics to Coppercoat regarding effective life-span and inhibition of marine growth. If the bidder selects a paint other than Coppercoat, they must submit with their proposal a document naming and describing all preparation and application procedures. The document must name all products (manufacturer and supply number/name) that will be used in the application of this pain, and specifications for all products that will be used.
1. All existing bottom paint must be sanded with a dual action or random orbital sander using 80 grit sandpaper until surface is prepared as recommended by manufacturer.
All traditional anti-fouling is to be removed, leaving existing barrier coat intact.
COPPERCOAT is an epoxy paint that cannot be applied over traditional anti-fouling paint, which there currently is on the lowest 1' of the keel. Particular attention will be paid to preparation of areas where paint did not adhere well in previous application, where there is other damage to bottom paint or where new epoxy/barrier coat is applied.
2. Once sanded, wash hull and allow to dry. Do not use any grades of alcohol (other than 91 – 99% pure isopropyl alcohol) or Acetone, MEK, or other solvents or oil-based cleaners or thinners; they leave a residue which is incompatible with COPPERCOAT and will cause problems during and after the application.
3. Mix and apply COPPERCOAT paint (four thin coats) strictly in accordance with manufacturer's directions.
a. In the case that a barrier coat (other than two-part epoxy) is required, CK426 from Coppercoat USA will be used. In areas where there has been fiberglass or other repair work, adequate time will be left between completion of work, surface preparation and application of CK426 or COPPERCOAT as directed by manufacturer's application instructions.
b. All hull elements that are NOT to be painted will be protected from paint by taping or other physical means; this includes dynaplates, through hulls/sea chest, zincs/anodes, running gear, transducer, etc.
c. If entire hull cannot be painted in the same day (i.e. wet edge maintained), manufacturer's directions for "Repairs and Touch ups" will be followed.
4. All instructions for application from the manufacturer will be strictly adhered to, whether using COPPERCOAT or in the case that another product must be used.
5. In the case that appropriate conditions cannot be maintained for full curing time (48 hours), an alternative, traditional anti-fouling paint will be selected in cooperation with NPS and applied, minimizing to the greatest extent possible, the total surface area it will be used on. Previously, this was needed on the lowest 1' of the keel on the aft third of the vessel as this area was submerged at high tide.
6. Several days after application, burnish COPPERCOAT bottom paint with either a dual action or random orbital sander with 320 sandpaper to expose the copper according to manufacturer's specifications.
Mechanical and Other Repair Work
A. Clean and polish all running gear
1. Clean and polish all running gear - props, shafts, struts and associated parts - as well as three exterior exhaust flanges on starboard side. Coat center half of prop and hub with traditional bottom paint for growth inhibition.
B. Install new exterior anodes
1. Replace 9 total anodes on hull, shafts and cutters. This includes: 6 of 2-1/2” shaft zincs, 3 of ZHC-5 plate zincs and two cutter zincs. All anodes will be provided by
NPS.
Contract Option Items: Each option corresponds with a line on the Offer Schedule Options may be elected until April 30th, 2025 or one month prior to anticipated launch date, whichever is later.
A. Paint Hull Above the Waterline Scrape, sand, tack, prime and paint with high quality oil paint hull from bottom edge of wale strake to first yellow stripe (running approx. four inches above the channels,) on port and starboard sides from 10 feet aft of the stem to the stern (but not the transom,) including the top of the rudder/rudder post and all surfaces of the channels, replacing/repairing flexible marine caulking/sealant as needed. Proper and thorough preparation of the hull is essential as the prior paint used was latex. Though not a requirement, bringing the hull to bare wood is advantageous.
1. All parts of the hull from the bottom edge of the wale strake (inclusive) to the first yellow stripe will be scraped as needed to remove all paint that is not well adhered, then sanded evenly and thoroughly to an 80 grit finish, paying attention to fairing/smoothing of edges where paint has been removed. Area to be painted will then be washed/tacked to remove all dust (including from any adjacent areas that are not being painted, like the holes in the channels that the deadeyes/chain plates pass through.)
2. All seams/checks to be filled with marine polyurethane sealant or epoxy (as indicated,) allowed to cure and the surface then properly prepared to accept paint.
3. All prepared surfaces will be primed with gray oil-based primer (Kirby Marine Topside Paint) provided by NPS, according to manufacturer's specifications. Primer should not be thinned. If brush marks are visible once primer has dried, it should be lightly sanded with 150 grit sandpaper, being careful to smooth the surface while still having full coverage of primer coat and tacked again prior to applying topcoat.
4. Apply topcoat of high-quality oil-based semi-gloss paint (Kirby Marine Topside Paint, steamship black) provided by NPS with high quality brushes/rollers/roller covers, according to manufacturer's specifications. The final surface should have a brushed appearance. Ideally paint will not be thinned, but in the case that this is needed, only Kirby's Conditioner Brushing Liquid supplied by NPS should be used.
Attention will be paid to ensure adequate and complete coverage is achieved, touching up after topcoat is fully dry, if needed.
5. Any areas of wood deterioration discovered in the process of preparing and painting the hull will be reported to NPS COR or inspector.
